Tashkent, Uzbekistan (UzDaily.com) - The Cabinet of Ministers adopted a resolution “On additional measures for the widespread use of information and communication technologies in the prevention of offenses” on 24 June 2020.
In order to digitalize the management of cases of administrative offenses, the document approved the proposal of the Ministry of Internal Affairs, the Ministry of Justice and the Ministry for the Development of Information Technologies and Communications on the phased implementation of the project "Unified Electronic Case Management of Administrative Offenses".
The project envisages:
integration of information systems and databases of authorized bodies, courts and the Compulsory Enforcement Bureau under the General Prosecutor's Office when initiating, reviewing and compiling a protocol on an administrative offense;
formation of a single electronic database of procedural documents;
simplification of business management by reducing unnecessary stages and timelines;
modernization of automated fingerprint comparison systems, personality identification and biometric passports.
The interagency commission for the implementation of the project was instructed to develop and approve a plan for the implementation of the project in Tashkent within 1 month until January 1, 2021.
According to a simplified procedure, a protocol on an administrative offense in the capital is executed using a tablet computer, the identity of the offender is identified using the database of the Ministry of Internal Affairs using a biometric passport or photographing a person, as well as real-time fingerprinting.
The offender will be able to pay the designated amount of the fine through a single e-government billing system.
If within 15 days from the date the protocol was entered into the electronic database, payment information is not received, then the case is automatically transferred to the appropriate authorized bodies for consideration on a common basis.
The simplified procedure for processing cases of an administrative offense does not apply if:
the offender refuses him;
other sanctions apply, except for a fine;
the offender is a foreign citizen or stateless person;
the injured party claims damages, etc.
Until 1 January 2021, the Ministry of Internal Affairs, together with interested ministries and departments, was instructed to introduce personal data of 40 million people into the automated multi-biometric identification system, introduce software products and purchase server equipment for programmatically processing external face and fingerprint data, as well as for the Passport automated information system -visa".
Taking into account the experience of implementing the project in Tashkent, until 1 November 2021, the Interagency Commission should develop proposals for implementing the project in other regions of the country.
