Buscardini Communications: “Parliamentary elections in Uzbekistan will be held in accordance with international standards”

Tashkent, Uzbekistan (UzDaily.com) -- An article on the upcoming parliamentary elections in Uzbekistan has been published on the website of the Buscardini Communications agency, Dunyo reports.

The publication cites the words of the head of the diplomatic mission of our country in the Kingdom of Belgium Dilyor Hakimov that parliamentary elections will be held in Uzbekistan on 22 December, which will comply with all international standards that have been taken into account in the new Electoral Code.

When developing this Code, the experience of more than 50 countries was studied. In this process, special attention was paid to the implementation of the recommendations of the missions of international organizations, including the ODIHR / OSCE, SCO, CIS, the World Association of Electoral Bodies, the Organization of Islamic Cooperation, the proposals of the Venice Commission, as well as international electoral principles and standards, the Belgian electronic publication reports .

The author of the article says that the adoption of the new Electoral Code was initiated by President Shavkat Mirziyoyev. This legislative act combined the norms of almost 30 previously existing documents, including 5 laws governing the preparation and conduct of the election of the President of the country, deputies of the Legislative Chamber, members of the Senate, deputies of regional, district and city Kengashes.

In accordance with the Electoral Code, election commissions are now authorized to consider complaints of individuals and legal entities about violations of suffrage, to conduct checks on these complaints and give written answers within three days. The Electoral Code now grants the right to vote to persons in prison for crimes that do not constitute a serious public danger.

“I want to emphasize the strengthening of public control and the expansion of the powers of civil society institutions in the election process,” said the chairman of the Central Election Commission of Uzbekistan M. Abdusalamov. - Representatives of local governments also have the opportunity to observe the elections, which will increase transparency and public accountability of the electoral process. The Electoral Code sets a 30 percent quota for women for candidates, which is of great importance.

The publication reports that Uzbekistan has launched a single electronic voter list (EESU), which currently includes 20.5 million citizens of the country. EESU will allow the formation of a single electoral portal, allowing voters to receive all the information about the elections.

The Sailov-2019 mobile application (“Elections-2019”) was also created, which contains the regulations, information on the work of election commissions, methodological recommendations, training materials and other necessary information. The CEC international press center has a call center where you can get an answer to any question about the election.

In accordance with the Electoral Code, election campaigning is not allowed either on the eve or on election day, it does not provide for the organization of exit polls. The upcoming expression of the will of the people will be considered valid if at least 33 percent of the persons included in the voter lists take part in it. To win the election, candidates will need to score 50 percent plus one vote.

In accordance with the Electoral Code, the first meeting of the Legislative Chamber of the new composition should be held no later than two months after the election.

It is reported that more than 600 observers from about 50 states and international organizations will come to Uzbekistan to monitor the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
