Bill on Protecting the Right to One’s Image Adopted by the Legislative Chamber
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has considered, article by article, the draft law aimed at strengthening citizens’ right to control the use of their image during its second reading.
The document establishes the requirement to obtain consent before filming or using a person’s image and formally grants children the right to control the use of their own likeness.
The law also defines exceptions when filming or using an image is permitted without consent and sets out provisions to ensure the protection of privacy in the context of video surveillance.
During preparation for the second reading, amendments were made to harmonize legal practice and prevent inconsistent interpretations, based on proposals from deputies.
In particular, when filming or using images of minors under 16 years of age, consent must be provided by a parent or legal guardian.
If video surveillance systems are installed in public places, a warning sign must be displayed prominently and visibly.
The bill also strictly prohibits the installation of cameras in sensitive locations such as changing rooms and restrooms.
These provisions are intended to strengthen citizens’ constitutional right to privacy and to ensure the lawful use of personal images.
The bill was approved by deputies and sent to the Senate for further consideration.
