Bill on Protecting the Population from Harmful Noise Adopted by the Legislative Chamber
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has approved the draft law “On Protecting the Population from Harmful Noise Exposure” in its second reading.
The document, developed to regulate relations in the field of public health protection from excessive noise, was revised based on proposals from parliamentary factions, deputies, members of the public council under the committee, and relevant experts.
According to the bill, the period during which disturbing citizens’ peace and normal rest is prohibited will be extended from seven to eight hours — from 23:00 to 07:00 on weekdays, and from 22:00 to 09:00 on weekends and public holidays. Administrative penalties for violating quiet hours will be strengthened during this period.
The bill also stipulates that construction and repair work generating noise levels above permissible limits in multi-apartment buildings may only be carried out on working days from 09:00 to 18:00. In cases where harmful noise causes damage, compensation will be determined by court decision, and violators will still be required to eliminate the noise source. Workers engaged in high-noise environments will be entitled to additional pay as per labor legislation.
Furthermore, the bill defines the procedure for suspending the operation of facilities that systematically produce noise exceeding legal limits during hours when maintaining public quiet is mandatory.
The adoption of this law will establish effective legal mechanisms to safeguard the health and well-being of citizens from harmful noise exposure. After being approved by deputies, the document was forwarded to the Senate for further consideration.
