An application for passing a qualifying exam to start a private notarial activity is submitted through the EPIGU

Tashkent, Uzbekistan (UzDaily.com) -- Government resolution approved the Administrative Regulations for the provision of public services for organizing a qualification exam in private notarial activities.

The regulation determines the procedure for filing an application for participation in a qualifying exam and the provision of public service for organizing the exam.

The public service is provided by the commission through the Unified Portal of Interactive Public Services (EPIGU, my.gov.uz).

The applicant must be at least 25 years old and not older than 65 years old, have a higher legal education, at least 3 years of work experience in the legal specialty, including at least 1 year of internship in a notary’s office.

Persons who have worked at least 5 years in the position of a judge or notary assistant or at least 3 years in the positions of justice bodies related to the management of notarial activities and control over this activity are eligible to participate in the qualification exam without undergoing an internship.

Persons who have worked for at least 3 years as an inquirer, investigator, prosecutor, managerial employee of the justice authorities (not related to the conduct of notarial activities and supervision of this activity) or a lawyer, or who have resigned these powers no more than 5 years ago, undergo an internship for 6 months.

The following persons cannot perform the duties of a notary:

- recognized incompetent or partially incapacitated;

- having an outstanding or unexpunged conviction for an intentional crime;

- whose powers as a notary, lawyer, investigator, interrogating officer, prosecutor, judge or other law enforcement officer have been terminated for committing acts that do not correspond to their professional activities - within 3 years.

For the provision of this public service, a fee is charged in the amount of half of the BRF (150,000 soums).

The commission examines the information specified in the questionnaire within 20 working days.

The qualification exam is held no earlier than 5 days, but no later than 15 days from the date of approval of the conclusion that the applicant’s participation in the qualification exam was deemed appropriate.
