Tashkent, Uzbekistan (UzDaily.com) -- On 20 August, chaired by the President of the Republic of Uzbekistan Shavkat Mirziyoyev, a video conference was held on measures to increase economic activity and the formation of additional reserves based on completely new mechanisms and approaches.
Thanks to the easing of quarantine requirements, the country has seen an increase in economic activity. Business activity resumed in trade, production, services and other areas, an opportunity to increase income appeared.
At the meeting, additional opportunities for the development of entrepreneurship in cities and regions were analyzed, measures for their use were identified.
It is estimated that there are all opportunities for the formation of an additional reserve in the amount of 500 billion soums by 1 December 2020. These funds will become an auxiliary resource to support the needy segments of the population.
The need was noted for the complete restoration of the activities of 20 thousand enterprises by the end of August and 26 thousand in September, to assist them in the sale of products accumulated due to the pandemic. The task was set to create additional retail facilities in large cities, to bring popular consumer goods to electronic trading platforms. The importance of solving the transport and logistics issues of enterprises that faced difficulties in importing raw materials and exporting goods was emphasized.
The khokims of the regions were instructed, by 1 October, to take, together with the Business Ombudsman and the Customs Committee, measures to launch technological equipment imported by entrepreneurs, to solve problematic issues related to land, structures, electricity and gas supply, engineering and communication infrastructure.
It is indicated that there are large reserves in the regions for the further development of entrepreneurship. For example, thanks to government subsidies and low-interest loans, 100 water wells have been drilled in the Farish region and 6 vineyards have been planted on 2,700 hectares, which have been retired from land use. As a result, 2,500 new jobs have been created, and budget revenues will increase.
In addition, 7 hydroponic greenhouses are being built on 54 hectares in Takhiatash district using waste water from a thermal power plant. Due to this, 500 jobs will be created this year and an additional source of taxes will appear.
Noting that there are such opportunities in all regions, the head of state pointed out the need for their competent use, support for new enterprises through cooperation.
Another reserve is more than 1 thousand hectares of unused land in free economic zones, which are provided with engineering and communication networks. On these areas, 120 projects can be implemented, providing for the creation of 17 thousand jobs. The meeting noted the importance of a comprehensive study and early launch of these projects.
Instructions were given to increase tax revenues by reducing the share of the "shadow economy" and using additional reserves, which will become an important source of support for the needy segments of the population.
They also pointed out the need to establish public control over the spending of funds received from additional reserves, to further strengthen the activities of local kengashs of people’s deputies in this direction.
At the meeting, special attention was paid to the issues of providing employment for unemployed youth and women. The Deputy Prime Minister was tasked with introducing a procedure for training them in demanded professions and entrepreneurship, followed by financial support for setting up a business. In order to systematically organize this work, it was instructed to form separate lists similar to the introduced "iron notebook" - a "youth notebook" for unemployed youth and a "women’s notebook" for unemployed and no breadwinner women, and work with them on the basis of a new system and a new order.
The khokims who spoke at the video conference provided information on the planned work to develop entrepreneurship and ensure budget revenues.
