Aktif Bank Explores Entry into Uzbekistan via IT Park Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — Representatives of IT Park Uzbekistan, led by Director for Startup Development and Investments Elyor Maksudov, held a working meeting with a delegation from the Turkish Aktif Group, including Aktif Bank, UPT, and Aktif Tech.

The Turkish delegation included UPT CEO Murat Kastan, Aktif Bank CTO Kadir Öztürk, UPT International Partnerships Manager Meylis Amanmyradov, and UPT Representative in Uzbekistan Aziz Asanov.

During the talks, both sides discussed engaging Uzbek IT specialists in Aktif Tech projects, integrating local startups into the bank’s ecosystem, and developing fintech solutions in the region.

IT Park presented information on its operations, incentives for international companies, and conditions for high-tech projects. Particular attention was given to cooperation with Uzbek startups Mulk Protocol and PayLov. Mulk Protocol specializes in tokenization of real estate and businesses based on Islamic finance and received international recognition at the INMerge Innovation Summit 2025. PayLov offers a mobile application for money transfers, payments, financial management, and investment services. Integration possibilities of these startups’ products into Aktif Group platforms were also discussed.

Aktif Bank is Turkey’s largest private investment bank with an extensive fintech ecosystem, including digital banking, payment solutions, and ticketing services. UPT provides international money transfers in nearly 200 countries, and Aktif Tech develops payment solutions, card platforms, POS, and ticketing systems with international expansion in the Balkans, CIS, and Turkic regions.

The parties agreed to continue negotiations, conduct a detailed analysis of opportunities for engaging Uzbek specialists and startups, and explore further integration of fintech solutions into Aktif Group products.

IT Park representatives noted that cooperation with the Turkish company will open new opportunities for international development of Uzbek IT companies and creation of jobs for specialists in the country.
