A single identifier for individuals under 16 years of age to be introduced in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) - On 20 December 2019, a press conference was held in the conference hall of the Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan with the leadership of the National Agency for Project Management under the President of the Republic of Uzbekistan and the Center for Project Management of Electronic Government and Digital Economics under the Agency.

The participants in the press conference were acquainted with the measures taken in the framework of the development of the “Electronic Government” system, as well as with the proposed model for introducing a single identifier for individuals under 16 years of age, starting with birth registration.

According to the order of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the Center is working to ensure the implementation of a set of measures for the generation and assignment of PINFL (personal identification number of an individual) for newborns and foreign residents who do not have a residence permit of the Republic of Uzbekistan. It is also planned to develop and introduce a new version of the Unified Identification System, taking into account the introduction of remote identification services using biometric data, in order to introduce and popularize remote state and banking services.

The press conference presented achievements and key performance indicators in the field of e-government, planned activities for the further development of the e-government system for 2020, such as:

- expansion of channels for the provision of interactive public services (Telegram bot, IVR, USSD, etc.);

- implementation and implementation of the project for the provision of services to public utilities, by concluding an agreement with consumers in the form of an electronic offer, taking into account the provision to public utilities of information about changes with the property and the number of registered persons from authorized departments;

- phased linking of personal data of mobile network subscribers to PINFL in order to provide notification to the population in various life situations.

In particular, the proposed mechanism for introducing composite services in life situations using the example of the birth of a child was explained in detail.

The participants in the press conference were shown how at the moment it is possible to register the fact of the birth of a child, taking into account the need to obtain a certificate, visit the center of public services and obtain a birth certificate, and then return to the hospital, show the birth certificate and only then pick up your child.

According to the proposed mechanism, immediately after the birth of a child, PINFL (personal identification number of an individual) is generated and assigned, the child’s PINFL is linked to the parents PINFL, and an electronic birth certificate is generated. Next, an electronic medical record of the newborn is formed and information about the vaccinations received is entered. Next, a one-time birth allowance is assigned, a statement is generated in an automatic form, cash benefits are issued when applying to the bank or transferred to a bank card. This mechanism will also allow timely placing the child in the line of kindergarten.

One of the significant parts of the meeting was the demonstration of a video on improving the mechanism for introducing a single identifier for registering persons under 16 years of age.
