A meeting was held on the activities of khokim’s assistants in the first half of 2022

Tashkent, Uzbekistan (UzDaily.com) -- A meeting was held at the Ministry of Economic Development and Poverty Reduction with the participation of the Deputy Prime Minister - Minister of Economic Development and Poverty Reduction Jamshid Kuchkarov on the activities of assistant khokims on the development of entrepreneurship, employment and poverty reduction in mahallas of the republic, the results achieved in the first half of 2022, as well as improving the efficiency of ongoing work.

The meeting was also attended by representatives of the Ministry of Economic Development and Poverty Reduction, Employment and Labor Relations, and Finance, the Central Bank, the State Tax Committee, the State Assets Management Agency, the State Statistics Committee, the State Customs Committee, the Agency for the Work of Mahallabai and Entrepreneurship Development and other responsible persons.

The main purpose of the meeting was to analyze the results on the effective use of long-term leased household plots of the population and the activities of assistant khokims over the past 6 months, ensure the correct and efficient organization of work, and discuss issues of eliminating identified shortcomings.

At the meeting, it was noted that 21 khokim’s assistants were appointed to high positions, who achieved significant positive results by organizing effective work in the mahallas attached to them.

In particular, in the first half of the year, a number of positive results were achieved on the activities of khokim’s assistants.

First, by employing the unemployed population and involving them in entrepreneurial activities, 1.4 million citizens were employed.

In particular, 210 thousand people are employed in permanent jobs, 722 thousand are registered as self-employed persons, 47 thousand are involved in individual entrepreneurship and 108 thousand in paid public works, 316 thousand citizens are allocated land on a lease basis.

Compared to the corresponding period of last year, employment for permanent jobs in the country increased by 27 thousand (15 percent), the number of self-employed increased by 2.1 times or by 373 thousand people.

Secondly, based on the recommendations of the khokim’s assistants, a total of 4.4 trillion soums of soft loans were allocated for 177 thousand projects and 60 billion soums of subsidies were allocated to more than 24 thousand unemployed people, and 128 thousand people were trained in professional and entrepreneurial skills.

As a result, state registration of 49.9 thousand legal entities and 46.6 thousand individual entrepreneurs was carried out, as well as the activities of 4.2 thousand enterprises were expanded and the capacities of 4.1 thousand enterprises operating at low capacity were restored.

During the reporting period, the khokim’s assistants successfully implemented more than 25,000 small mahallabay projects and created 47,000 jobs.

Thirdly, based on the results of the first half of the activity of the khokim’s assistants, key performance indicators (KPIs) were assessed online in 7 areas and 5 initiative qualities.

Also at the meeting, the problems and shortcomings that arise in the field of expanding self-employment, further improving the “khonadonbai” system, ensuring the proper distribution and use of loans and subsidies, and developing entrepreneurship in mahallas were considered.

Responsible ministries and departments reached an agreement to organize online training seminars to further improve the efficiency of the khokim’s assistants and exchange experience.

At the end of the meeting, priority areas, goals and tasks to be implemented in the second half of the year were identified. In particular, tasks such as studying the efficiency of using agricultural land plots allocated to citizens on the basis of a 10-year lease in the regions, identifying vacant buildings and structures and land plots in the mahalla, developing specific measures to put them up for auction, identifying applicants for creation of service facilities in the mahalla and intermakhalla and paying special attention to the implementation of projects.
