A meeting takes place in Ferghana region as part of the "Entrepreneur - Reformer" initiative

Tashkent, Uzbekistan (UzDaily.com) – On 13 June, as part of the initiative of the President of the Republic of Uzbekistan “Entrepreneur-reformer” aimed at the consistent improvement of the business environment and expanding opportunities for doing business, under the leadership of the Deputy Prime Minister of the Republic of Uzbekistan Sardor Umurzakov in Ferggana held a meeting of a working group formed for these purposes, consisting of the heads of relevant ministries, departments, industrial economic associations and commercial banks.

The task was set, through direct communication with local entrepreneurs with field visits, to conduct research on pressing issues and problems that business in the region faces, and in this context, in an open dialogue format, listen to ideas and suggestions of business representatives themselves with the prospect of their further practical implementation.

During the meeting, it was decided to assign to the subjects of entrepreneurship, the total number of which in the region totals more than 36 thousand, the heads of the corresponding state ministries, departments, state authorities of the regional, city and district levels.

In working with entrepreneurs, priority is given to efficiency: the term for considering cases and resolving issues should not exceed 3 days from the moment of receipt of the appeal. To establish an operational response system, it was instructed to create a “business chat” on the platform of the most common messengers, as well as special call centers and visiting receptions for entrepreneurs in district and city khokimiyats.

Incoming ideas and proposals will be considered by specialists of the respective ministries and departments in a separate order. The main task is to identify systemic factors and problems that impede entrepreneurial activity in order to improve the work of public authorities in the field and establish effective interaction at the level of “business - state”.

Targeted instructions have been given to ensure prompt resolution of issues related to the allocation of credit funds, the application of the stipulated tax preferences, the allocation of land, vacant buildings and structures, connection to utilities and, moreover, to conduct a deeper inventory of such issues on the basis of incoming requests.

In a number of cities and regions of Ferghana region, branches of leasing companies will be created to provide farmers and entrepreneurs with agricultural and technological equipment on mutually beneficial conditions.

Taking into account the specifics, the significant production and export potential of the region, as well as its population level, the task was set to organize an established system for issuing the necessary credit resources to small and medium-sized businesses, which will allow increasing the number of “quick start” productions in a short time, and increasing production volumes and ensure local employment. Moreover, a model of the economic partnership system “production - mahalla” was proposed for implementation, within the framework of which it is planned to actively involve local residents in handicraft and home-based work by organizing family enterprises.

Interaction of local entrepreneurs with the created “Project Factory” will be established, aimed at developing new promising investment projects involving talented young people and compatriots living and conducting entrepreneurial activities abroad.

The heads of the relevant ministries, departments and state authorities in the field have been instructed to develop proposals for organizing small industrial zones in the regions of Ferghana region with a focus on the processing of agricultural products, the production of food, construction materials, and light electrical goods.

As a result of the meeting, the responsible leaders of the relevant state structures and local authorities were given personal responsibility for the timely and high-quality implementation of the voiced initiatives and instructions with the definition of specific dates.
