Budget is an essential tool for policy implemented by the government. The way in which public budgets attract and allocate funds and resources, revenues and expenses, affects the welfare and development of individual men and women and the nation as a whole. Budgets reflect the priorities and commitments of governments, including their commitment to achieve gender equality.
Budget reform in the Republic of Uzbekistan involves large-scale transformations in the public finance management includingtransition to the treasury execution of the budget, the introduction of capitation financing in healthcare, secondary and higher education, reform of the system of accounting and reporting, and the development of inter-budgetary relations. In this context the approaches to budget formulation and execution should be changed.
The first part of the article on “green” public procurement describes the concept, the urgency of introducing "green" public procurement in Uzbekistan and Uzbekistan’s experience in implementing measures to improve energy and resource efficiency of the economy. Based on international experience and the analysis, the report proposed the main pillars of applying EREPP in Uzbekistan. They are as follows:
"Green public procurement" is procurement that involves efficient and optimal spending of public funds using market opportunities in order to significantly increase the environmental and social benefits at the local and national levels.
Public procurement is the acquisition of goods and services for government needs partially or entirely at the expense of the state budget.
A workshop entitled "Treasury based system of the State budget execution", organized for the media representatives was held in the capital’s business center "Poytaht". It was attended by the representatives of news agencies, newspapers, TV and radio news programs, as well as web sites.
In December 2013, the Law “On approval of the Budget Code of the Republic of Uzbekistan” was adopted.
Ministry of finance of Uzbekistan hosted a preliminary meeting with representatives of Korea Development Institute (KDI) within the implementation of the project “Development of strategy for improving budget process and ensure efficiency of budget expenditures in healthcare in Uzbekistan”.
