Uzbek Government approves program to improve drinking water supply and sanitation

Tashkent, Uzbekistan (UzDaily.com) - In connection with population growth, the construction of new residential complexes, and the expansion of cities and towns in the country, there is need to create reliable sources of financing for a radical improvement of water supply systems, modernization and accelerated development of water intake facilities, water pipelines, pumping facilities stations, distribution nodes and water supply networks. Considering the above, the Fund for the Development of Water Supply and Sewerage Systems under the Ministry of Finance was created in accordance with the Resolution of the President of the Republic of Uzbekistan dated April 20, 2017 No. PP-2910 “On the Program for the Integrated Development and Modernization of Water Supply Systems”.
The main objectives of the Fund are to organize timely financing for the implementation of approved programs to improve drinking water supply and sanitation systems, prepare proposals on the amount and sources of funds needed to form investment programs.
To achieve these goals, in 2019 a number of measures were implemented at the expense of the Fund, and an action plan for 2020 was approved.
Within the framework of the Investment Program for 2019, approved by Resolution of the President of the Republic of Uzbekistan dated December 19, 2018 No. PP-4067, 1.1 trillion soums will be allocated from the Fund to finance projects aimed at improving drinking water supply and sanitation in the country’s regions.
Also, in accordance with the instructions provided by the President of the Republic of Uzbekistan during trips to the regions in 2018-2019, as well as relevant decisions and orders of the Cabinet of Ministers, an additional 635 billion soums were allocated in 2019.
As of 1 January 2020, 1.664 billion soums were allocated for construction and installation works.
As part of the investment program for 2019 and within the framework of the Obod Qishloq and Obod Mahalla programs, construction and reconstruction of 477 drinking water facilities and 8 wastewater facilities were carried out in 150 and 165 settlements, respectively. 4,681 km of drinking water pipelines and 215 km of sewage pipelines were laid. As a result, as of January 1, 2020, the level of drinking water supply for the population of the republic increased from 68% to 70%.
In particular, within the framework of the investment program for 2018-2019, the fund allocated an amount of 51 billion soums for the implementation of the project “Water supply to the Boysun district center and rural settlements from the source of “Khojamayhon in Surkhandarya region”. More than 50,000 people living in the center of Boysun district and adjacent rural areas currently have access to quality clean drinking water.
Within the framework of the Investment Program for 2020, approved by Resolution of the President of the Republic of Uzbekistan dated January 10, 2020 No. PP-4565, the Fund allocated 1.277 trillion soums for the construction and reconstruction of 120 water supply facilities, as well as the construction of 3400 km of drinking and sewage networks in 216 facilities .
Contributions from the Fund include:
- to the Ministry of Housing and Communal Services of the Republic of Uzbekistan - 945 billion soums;
- to improve the drinking water supply and sanitation systems under the projects “Obod Qishloq” and “Obod Mahalla” - 152 billion soums;
- for the construction of drinking water supply systems for model houses built on the basis of an order of JSC “Qishloq Qurilish invest” - 102 billion soums.
In addition, funds in the amount of 78 billion soums will be used to subsidize the share of the Republic of Uzbekistan in investment projects with the participation of international financial institutions.
These funds will be allocated in 2020 to provide more than 650 thousand people with centralized drinking water supply, more than 75 thousand people with wastewater treatment services, which in turn will lead to an increase in the level of drinking water supply for the population (72 percent).
In addition, according to the Resolution of the President of the Republic of Uzbekistan dated March 19, 2020 No. UP-5969 “On priority measures to mitigate the negative impact on the economy of the coronavirus pandemic and global crisis phenomena,” funds in the amount of 500.0 billion soums will be allocated to improve water supply systems and sewage in addition to the Investment Program for 2020. A list of infrastructure projects is being formed.
Today, 151 billion amounts of funds have been allocated as advance payments to carry out targeted programs, in coordination with the Ministry of Finance.
It should be noted that in the framework of the Investment Program for 2019-2020, for the first time in the history of the Republic of Uzbekistan, large projects are being implemented at the expense of the state budget in the Kashkadarya and Jizzakh regions, including:
In order to provide the population of Dekhkanabad region of Kashkadarya region with high-quality drinking water, a project is underway in Dekhkanabad region to build a 77-kilometer water pipeline "Aksuv - Dekhkanabad" and water intake "Aksuv".
The total cost of the project is 205 billion soums, of which 131 billion soums have been spent. Construction and installation work is underway at the facility.
The project will provide clean drinking water to more than 106,000 people living in the center of Dekhkanabad district and 15 rural settlements.
In order to provide centralized high-quality water supply to more than 500,000 people living in the areas of Bakhmal, Gallaorol, Sharof Rashidov, Pakhtakor, Dustlik, Mirzachul of Jizzakh region, the project "Improving the drinking water supply in the Jizzakh region by using water from the Zarafshan River" in accordance with the Resolution Of the President of the Republic of Uzbekistan dated May 4, 2018 No. PP 3695.
The total cost of the project is 457 billion soums, of which 153 billion soums were spent. Construction and installation work is underway at the facility.
