Tashkent, Uzbekistan (UzDaily.com) - On 6 August 2019, a meeting of the Commission was held on the work carried out in the first half of 2019 on the implementation of the priority areas for the development of the social sphere, identified by the State program for the implementation of the Strategy for Action on the five priority areas for the development of the Republic of Uzbekistan in 2017-2021 in the Year of Active Investment and Social Development.
The meeting was chaired by the First Deputy Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan, Chairman of the Commission Sodyk Safoev.
It was attended by members of the Commission, representatives of the Senate and the Legislative Chamber of the Oliy Majlis, the Presidential Administration of the Republic of Uzbekistan, the Cabinet of Ministers, heads of responsible ministries and departments, employees of the UN Children’s Fund - UNICEF and representatives of the media.
It was noted that the State Program for the implementation of the Strategy of Action for the five priority areas of development of the Republic of Uzbekistan in 2017-2021 in the “Year of Active Investment and Social Development” envisaged a system of measures to ensure the full achievement of the priority goals of state policy in the field of socio-economic development, within which solves large-scale tasks for the development and welfare of the country.
Therefore, the achievement of the full implementation of each paragraph of the Program, the use of parliamentary and public control mechanisms for this is important. In particular, the Program defines 100 points relating to the development of the social sphere. In the second quarter, it is planned to carry out the tasks identified in twenty points.
As a result of studies conducted by the monitoring group under the Commission for the implementation of priority areas for the development of the social sphere, it was revealed that the tasks identified in ten paragraphs of the State Program to be carried out in the first and second quarters were still not fulfilled. Inertia was also revealed in the performance of tasks on six points to be performed during the year.
So, in the paragraph of the Program, the preparation by June 1, 2019 of the draft Decree of the President of the Republic of Uzbekistan on the creation of a specially authorized state body in the field of support and social services for the elderly, persons with disabilities and other needy groups is defined. However, this task was not completed, which was separately noted during the meeting.
Also, in the paragraph of the Program, it is planned to prepare and adopt by May 1, 2019 a draft regulatory act on improving the quality of oncological medical services provided to the population and expanding the coverage of preventive measures. However, to date, the execution of this order has not been ensured. In addition, the Program envisages the preparation by February 15, 2019 of a draft regulatory act on additional measures to further improve the Sanitary and Epidemiological Service. Speakers noted that this order has not yet been fully completed.
Fulfillment of the instructions defined by the State Program and related to youth policy is another issue that was highlighted during the meeting. It was noted that paragraph 231 of the Program envisages the Yoshlar - kelajagimiz State Program. For these purposes, it is planned to send over 2 trillion soums during a year and providing employment for more than 50 thousand boys and girls. As of August 1, 2019, funds in the amount of 333.2 billion soums were allocated for 1555 projects. This indicator means that the State program is only 15% complete.
During the discussion, the deficiencies identified during the study were separately considered, the attention of the responsible ministries and departments focused on their elimination.
These and other shortcomings in the development of the social sphere were sharply criticized, their causes were analyzed in detail, and suggestions and recommendations for their elimination were made.
During the event, information was also provided on UNICEF proposals to improve the perinatal system and the quality of medical care in Uzbekistan. The possibilities and ways of putting them into practice were considered.
As a result of the discussion, the Commission adopted an appropriate decision, aimed at the timely implementation of the priority areas for the development of the social sphere defined by the State Program “Years of Active Investments and Social Development”, eliminating the shortcomings in this area, increasing the responsibility of heads of ministries and departments, local government bodies , as well as the effective use of parliamentary, deputy and public control mechanisms in this regard.
