Regional training seminar on water cooperation in Central Asia to be held in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- UNESCO Representative Office in Uzbekistan and the UNESCO International Hydrological Program (IHP), in cooperation with the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers (TIIHIM) and the UNESCO Almaty Office, organize a regional training workshop on water cooperation in Central Asia on 20-22 November 2018 in Tashkent.
The training workshop will consider several elements that are important components for successful cooperation in the field of shared water resources. The training workshop will organize capacity building activities, including those related to international law, negotiation and alternative dispute resolution methods.
This regional training is intended for high-level decision makers on water conflict management and cooperation from Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).
The workshop will be conducted by eminent experts from the University of Oregon (USA) and the University of Geneva (Switzerland) and will be divided into two parts
On 20-21 November 2018: This specialized two-day training is designed to consider issues of cooperation in the field of water resources and present existing modules in order to learn how to prevent potential water disputes. During the course, case studies from various regions will assess how stakeholders are addressing water cooperation issues. Discussions about the interdependence of water resources with other areas (“water nexus”), strategies for managing water conflicts, groundwater management and negotiation principles will enhance the participants’ skills of cooperation. Participants will have the opportunity to participate in game exercises, as well as collectively develop the benefits of direct communication in transboundary water management. Group discussions will focus on strategies for identifying common values and developing bargaining skills.
On 22 November 2018: During this training, participants will focus on the possibilities of enhancing the dialogue, synergy and advantages associated with the “water nexus”, and how it can be used to enhance dialogue and interaction. The training will then continue in the format of game exercises, in which, for example, scientists from neighboring countries come to different conclusions about the state of groundwater, thereby highlighting the problems characteristic of joint jurisdiction.
Participants will also develop an understanding of the “cooperation agreement”, including the importance of the components of such existing agreements and why they can be useful. Finally, participants will work together to develop joint management principles for a hypothetical transboundary aquifer.
