Uzbek President signs law “On Administrative Procedures”

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a law “On Administrative Procedures” on 8 January 2018.
The law was adopted by the Legislative Chamber on 14 December 2017 and approved by the Senate on 20 December 2017. The law comes into force after twelve months from the date of its official publication.
The law is aimed at introducing modern organizational and legal forms of activities of executive bodies, strengthening the mechanism of internal control, excluding formalism, abusing public administration, ensuring effective provision of public services, introducing modern procedures for realizing the rights and legitimate interests of physical and legal entities.
The law defines the general rules of administrative procedures on the basis of an in-depth study of law enforcement practice, problems in this sphere, including foreign experience. In particular, it establishes the basic principles for implementation of administrative procedures, reflecting the interaction of state bodies and citizens and organizations.
The law establishes a specific procedure for examining administrative cases and taking appropriate decisions on them, grounds for repealing, changing or invalidating an administrative act, the general principles for its appeal.
Provisions are made for jurisdiction of administrative cases, interagency cooperation, representation, succession, evidence, timing and costs in administrative proceedings.
The categories of participants in administrative proceedings, as well as those who contribute to the resolution of the administrative case, their rights and duties, are defined in detail.
