State enterprises to buy goods via electronic trades

Tashkent, Uzbekistan (UzDaily.com) -- Enterprises with state share of over 50% in charter capital should buy separate types of goods, services and works for the sum up to US$100,000 through electronic trades on separate platform of the Uzbekistan Commodity Exchange (UZEX) from 1 May 2013.
President of Uzbekistan Islam Karimov signed a resolution “On optimization of system of electronic procurement and expansion of access of entrepreneurs to them” on 5 April 2013.
The document was adopted to create favourable conditions for attraction of small and private businesses to corporate procurement system, first of all in electronic form, development of competition and ensure transparency of the trades, optimization of prices to goods and services of natural monopolies.
According to the resolution, from 1 May 2013 natural monopolies, state unitary enterprises and economic entities with state share of over 50% in their charter capitals should buy separate types of goods, services and works through electronic trades at separate platform of UZEX on contracts, sum of which is from US$300 to US$100,000.
The document said that the list of goods, services and works, which would be procured through electronic trades by natural monopolies, state unitary enterprises and economic entities with state share of over 50% in their charter capitals via UZEX electronic platform, will be determined by the special governmental commission.
The resolution added that the natural monopolies, state unitary enterprises and economic entities with state share of over 50% in their charter capitals should place information on procured goods at UZEX special information platform and Birja newspaper. The announcement should be published at these two resources 15 days prior of determining contractor.
They also should publish information on results of procurements within three days after they signed agreement on purchase of goods, services or works.
According to the resolution, UZEX will ensure free access to procurement notices and their results at its special information platform. It will also announce information on prices, which were formed in the results of trades at exchange and off-exchange markets.
Uzbek President Islam Karimov created the special government commission on electronic procurement of natural monopolies, enterprises and organizations, with state share in their charter capitals.
The special governmental commission will help introduction of international norms and standards of electronic procurement. It will also determine list of products, services and works, which should be purchased by natural monopolies, state unitary enterprises and economic entities with state share of over 50% in their charter capitals via electronic trades at UZEX special platform.
The commission was also entrusted to create favourable conditions for attraction of small and private businesses to process of electronic procurement. It will also monitor transparency of electronic procurement, develop and adopt measures to stimulate development of competition and legislation framework in the area, etc.
Uzbek leader entrusted the State Committee of Uzbekistan on privatization, demonopolization and development of competition as working body of the special governmental commission.
