Tashkent, Uzbekistan (UzDaily.com) – On 3-4 June, an official visit of the Chairman of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev to the Republic of Uzbekistan took place.
Bakhtiyor Mustafayev, Deputy Director of the International Institute of Central Asia, commented on the results of the talks in Tashkent.
The day before, the official visit of the Chairman of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev to Uzbekistan ended, during which bilateral meetings were held with the speakers of the upper and lower chambers of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva and Nurdinjon Ismoilov.
Particularly noteworthy is the fact that during his stay in Uzbekistan Maulen Ashimbayev met with the President of the Republic of Uzbekistan Shavkat Mirziyoyev. Holding negotiations at such a high level once again proves the strategic level of relations between Uzbekistan and Kazakhstan.
The President of Uzbekistan noted with satisfaction the current high level of Uzbek-Kazakh relations of friendship, good neighborliness and strategic partnership, achieved through regular and effective contacts at the highest level.
Fully supporting the words of the Leader of Uzbekistan, the Speaker of the Senate of the Parliament of Kazakhstan emphasized that “the foundation of close, comprehensive and trusting relations between our states is the established trusting and productive dialogue at the level of heads of state. It is important to maintain and promote the high level of cooperation set by the Presidents of the two countries through the parliaments of Kazakhstan and Uzbekistan.”
In this context, it should be noted that throughout the history of Uzbek-Kazakh cooperation, the parties have demonstrated an exemplary model of bilateral and multilateral interaction in the political, trade, economic, cultural and humanitarian spheres, forming a solid foundation that guarantees the further development of the entire Central Asian region.
With the establishment of diplomatic relations in 1992, more than two hundred agreements and treaties were signed between the two countries at the interstate, intergovernmental and interdepartmental levels, which covered all key areas of cooperation and provided the basis for strengthening interaction in the political, trade, economic, cultural and humanitarian spheres.
In the “Treaty of eternal friendship between the Republic of Kazakhstan and the Republic of Uzbekistan from 31 October 1998” and “Agreement on strategic partnership between the Republic of Kazakhstan and the Republic of Uzbekistan from 14 June 2013” the main principles of bilateral dialogue are fixed: mutual respect for independence and state sovereignty, equality, non-interference in each other’s internal affairs, mutual desire to establish mutually beneficial partnerships.
Today, thanks to the political will and firm commitment of the Heads of the two states to strengthening the strategic partnership, bilateral interaction is consistently developing along an ascending trajectory, filling with concrete practical content. A new milestone in bilateral relations is filled with new tasks and prospects in the interests of the two fraternal peoples.
The current visit of the Speaker of the Senate of the Parliament of Kazakhstan to Uzbekistan was no exception, the analysis of the results of which allows highlighting the following key aspects regarding the prospects for bilateral cooperation.
First, the deepening of inter-parliamentary cooperation. In order to develop and expand cooperation between the Senates of the two countries, within the framework of the visit, the activities of a special Commission on cooperation between the parliaments of Uzbekistan and Kazakhstan were launched. To achieve concrete results in this direction, a "Roadmap for cooperation between the Senates of Kazakhstan and Uzbekistan for 2021-2022" was signed. and "Memorandum of Cooperation between the Institute for Legislative Problems and Parliamentary Research under the Oliy Majlis of the Republic of Uzbekistan and the Institute for Parliamentarism under the Parliament of the Republic of Kazakhstan."
Secondly, strengthening interaction on the rational use of water resources of transboundary rivers.
As M. Ashimbayev stated, “at present, our countries are actively cooperating in the use of water resources. The "Road Map on Cooperation in the Sphere of Water Relations" is being implemented. Completion of the coordination and signing of the intergovernmental "Agreement on the joint management, use and protection of transboundary water bodies" will be of great importance for the development of cooperation in this area.
Third, the expansion of cooperation in the field of education.
During the negotiations, it was noted that today about 300 agreements have been concluded between the universities of Kazakhstan and Uzbekistan within the framework of academic mobility, double-degree educational programs, and joint educational and scientific projects. According to the Speaker of the Senate of the Parliament of Kazakhstan, “this is a very good practice. It is important to develop it further.
It would be important to consider the development and adoption of the "Agreement on the mutual recognition of education, qualifications and academic degrees."
Fourth, building up interregional cooperation. During the meetings, the parliamentarians of Uzbekistan and Kazakhstan stressed the importance of the full use of the potential of interregional cooperation. It was noted that "a large volume of trade, mutual investments, industrial cooperation falls on the border regions." In order to support interregional cooperation, it was proposed to hold regular meetings of Kazakh and Uzbek senators in the regions with the participation of deputies of local representative bodies.
In general, against the background of the rapid and dynamic development of Uzbek-Kazakh relations, it can be concluded that the activation of inter-parliamentary contacts is an important mechanism for strengthening, as well as a significant contribution to the development of strategic cooperation between our countries.
