Tashkent, Uzbekistan (UzDaily.com) - On 8 April, during a video conference with Rosselkhoznadzor, representatives of the State Committee for Veterinary Medicine and Development of Livestock of the Republic of Uzbekistan reported that the rules for the import of imported livestock products have changed in the country.
This information was brought to the attention of the Rosselkhoznadzor after the agency outlined its concern about incoming complaints from Russian exporters about sudden problems with the supply of products to Uzbekistan.
The Rosselkhoznadzor noted that after receiving a notification in December 2020 about the creation of the Register of Supplier Enterprises by Uzbekistan, it promptly formed such a list and already in January 2021 sent it to the State Committee for Veterinary Medicine and Livestock Development. The list includes more than 700 Russian companies that have successfully passed the examination for compliance with the requirements of Uzbek legislation.
At the same time, Uzbekistan did not inform the Rosselkhoznadzor about the introduction of other rules for the supply of products from Russia. However, in the first quarter of 2021, the Rosselkhoznadzor received a number of complaints from Russian exporters about difficulties in shipping products.
As part of the negotiations, the State Committee for Veterinary Medicine and Livestock Development reported that according to the new rules, enterprises interested in exporting to the territory of Uzbekistan must obtain official permission from the competent department of this country. A permit will only be issued based on the results of an inspection by the Committee. At the same time, according to the Uzbek side, face-to-face inspections are currently suspended due to the difficult epidemiological situation.
At the moment, the right to export products to Uzbekistan without obtaining a permit is retained only for those Russian companies that delivered in 2020.
The Rosselkhoznadzor expressed its concern about this situation and proposed to organize inspections in an online format, which is successfully practiced by the department in cooperation with other countries, trading partners of Russia. In addition, the Russian department asked to send an official notification of all changes in legislation related to the supply of livestock products.
Another topic of the dialogue was the import of goods of Uzbek origin into Russia. The Rosselkhoznadzor reported that as a result of the December 2019 inspection of enterprises in Uzbekistan for the production of dairy, meat and fish products, visits to farms and fish farms, as well as laboratories and border checkpoints, numerous systemic violations were identified.
When analyzing them, it was concluded that there is a fundamental need to improve the effectiveness of control by the veterinary service of Uzbekistan over the movement, production and supply of products.
In this regard, the Rosselkhoznadzor turned to the Committee with a request to provide the service with comprehensive materials on the functioning and improvement of the control and supervisory function of the state veterinary service, work on the creation of traceability and identification systems, approved programs to combat animal diseases, as well as information on the elimination of identified during the inspection of violations at Uzbek enterprises.
In addition, the parties discussed the interest of Uzbekistan in expanding the list of companies entitled to supply frozen fish products to Russia. Rosselkhoznadzor asked to send an updated list of such enterprises and said that it would consider it as soon as possible.
