Tashkent, Uzbekistan (UzDaily.com) -- Issues of interaction between Uzbekistan and the countries of the Eurasian Economic Union in the field of the agro-industrial complex were discussed in Tashkent by the Minister of Agriculture of the Republic of Uzbekistan Jamshid Khodjaev and the Minister for Industry and Agro-industrial Complex of the Eurasian Economic Commission Artak Kamalyan.
The EEC Minister highlighted a number of priority areas for the development of the agro-industrial complex of the Eurasian Economic Union, which may be interesting and useful for a deeper study by the Uzbek side. This is the formation of general principles and approaches to food security of the EAEU, the creation of a platform for the prompt exchange of information on the needs or possibilities of additional supplies of agricultural goods to the markets of the Union countries, ensuring the smooth movement of organic agricultural products. Also a priority is the creation of mechanisms for the transfer of technologies and knowledge, including through the development of academic mobility in the agro-industrial complex, the development of a Map for the development of the Union’s agroindustry, the interconnection of the national commodity distribution systems of the Union states, including the formation of Eurasian wholesale and logistics complexes.
In turn, the Minister of Agriculture of the Republic of Uzbekistan Jamshid Khodjaev expressed interest in mutually beneficial deepening of cooperation with the EAEU countries in the field of the agro-industrial complex, noting projects to create mechanisms for the development of academic mobility and the interface of national commodity distribution systems of the member states.
“As part of the convergence of national legislation with the norms of the integration association, we must conduct a comparative analysis of regulatory and legal documents in the field of agriculture in order to approach the development of a worthy partnership in a balanced and confident manner,” noted Jamshid Khojaev. "Uzbekistan is interested in building the necessary regulatory framework for cooperation with partners in the EAEU."
Jamshid Khodjayev also stressed that the meeting was attended by representatives of a number of departments related to the agro-industrial complex, including in the field of veterinary medicine.
“We have set ourselves the task of further improving the national policy of veterinary and phytosanitary control. We need to make joint efforts to harmonize technical standards, modernize infrastructure in this direction, which in turn should facilitate the free movement of goods. To do this, we can create a platform for joining the veterinary and quarantine services of Uzbekistan with similar inspection bodies of the EAEU states for the purpose of a detailed discussion of topical issues on the agenda, consideration of existing problems and proposals for their settlement," said Jamshid Khojaev.
“We will be glad to consider and jointly work out the proposals of state bodies with the participation of the business community of your country on cooperation with the countries of the Union. The development of trade, the creation of cooperation projects with Uzbekistan is of particular interest for the EAEU, "Artak Kamalyan emphasized.
According to the EEC Minister, the task is to unite the national distribution systems into a single network. The unified distribution network of the EAEU is designed to help build up both mutual and foreign trade of the Union, optimize transport flows, reduce logistics and total costs associated with the production and sale of products, and, ultimately, provide consumers with high-quality, fresh products.
The EEC Minister noted the high volumes of trade between Uzbekistan and the EAEU countries. Thus, the volume of exports of agricultural raw materials and foodstuffs from the EAEU countries to Uzbekistan in 2020 amounted to US$1.7 billion, an increase of 38.2% compared to 2019. Imports from Uzbekistan to the EAEU countries increased by 12.3%, amounting to US$656.4 million.
In addition, the bulk of agricultural goods in Uzbekistan are produced by farms. In this regard, according to the EEC Minister, there is potential for deepening cooperation and increasing the efficiency of the logistics infrastructure between the states of the Union and Uzbekistan.
Artak Kamalyan also spoke about the agreed agro-industrial policy of the EAEU, which helps to effectively realize the resource potential of the Union states: the production of competitive products and food, exports to third countries are growing. Last year, agricultural production in the EAEU as a whole increased by 2.3% compared to 2019. Production growth was noted in all union states: in Kazakhstan - by 5.6%, in Belarus - by 4.9%, in Russia and Armenia - by 1.5%, Kyrgyzstan - by 1.1%. The total value of food, beverages and tobacco products produced in the Union in 2020 amounted to about US$130 billion, an increase of 3% compared to 2019.
The EEC Minister focused on the multi-level agro-industrial system formed in the Union, taking into account the interests of partners. In particular, the decisions made by the Commission within the framework of an agreed policy allow balancing the common agricultural market, developing the production of sensitive agricultural products, increasing the efficiency of state support, ensuring fair competition, and conducting joint research.
