Tashkent, Uzbekistan (UzDaily.com) - At the twentieth plenary meeting of the Senate of the Oliy Majlis, a report of the Cabinet of Ministers of the Republic of Uzbekistan on the implementation in the third quarter of 2021 of the State Program for the implementation of the Action Strategy for the Development of the Republic of Uzbekistan in five priority areas in the Year of Support for Youth and strengthening the health of the population” was considered.
Senators commended the government’s timely measures to mitigate the impact of the coronavirus pandemic on the socio-economic situation in our country.
Thanks to the reforms carried out in January-September 2021, the growth of gross domestic product in comparison with the same period of last year amounted to 6.9%, including the growth of industrial production - 9.0%, services - 7.6%, agriculture – 4.2%. The volume of trade turnover reached 167.0 trillion soums, an increase of 9.8% compared to the previous year.
In order to ensure employment of the population, support young people and women, their wide involvement in entrepreneurial activities, 90.2 thousand citizens, including more than 48.6 thousand young people and 59.6 thousand women were trained in professions.
About 28.6 thousand unemployed citizens included in the "iron notebook", "women’s notebook" and "youth notebook" received subsidies in the amount of 58 billion 900 million soums. The provision of state services has been established to reimburse part of the costs of teaching young people included in the "youth notebook" in non-state educational organizations in foreign languages and general subjects, as well as the costs of passing exams to obtain national certificates in them.
To finance the activities provided for in the Obod Qishlok and Obod Mahalla programs, 9 trillion 800 billion soums were spent from the republican budget, and a loan of 301 billion soums was allocated to local budgets for these purposes.
In order to improve the health of the population, a total of 27 million doses of vaccine were delivered, about 5.5 million people were fully vaccinated with 23 million doses of the coronavirus vaccine.
In addition, the Sputnik V vaccine, produced at a joint venture in our country, has been donated for use in public vaccination activities.
Thanks to the reforms carried out in the health care system, 82 family medical stations and 19 family polyclinics have been created.
At the plenary session, it was separately noted that there are some shortcomings along with the work done to ensure the implementation of the Program.
Attention was drawn to the fact that the instructions specified in paragraphs 49, 103, 105, 120 of the Program were not fulfilled on time, as a result of which the timely implementation of some important tasks was not ensured.
Thus, a normative legal act has not been adopted to popularize life and personal insurance among the population, to promote them on a large scale, and to develop types of personal insurance.
The order to create an online platform aimed at organizing cooperation with employers in order to employ graduates in the field of tourism has not been fulfilled at the proper level.
A government resolution was not adopted to improve the efficiency of centralized investments aimed at socio-economic goals, to introduce a public investment management assessment system (PIMAS).
Senators expressed dissatisfaction with the unsatisfactory state of the work carried out in certain regions to organize the activities of youth technoparks.
Upon completion of the discussions, an appropriate resolution was adopted to ensure the timely and high-quality implementation of all tasks of the State Program.
