Tashkent, Uzbekistan (UzDaily.com) -- A number of domestic and foreign media raise the issue of the advisability of restricting economic entities in the use of natural gas, in which the reasons, as well as the consequences of certain situations, are not entirely correctly interpreted.
Restrictions on the use of natural gas for seasonal consumers are introduced annually from November in order to guarantee the provision of the population and social facilities in the autumn-winter period, the press Service of the Ministry of Energy said.
Measures to reduce the consumption of natural gas in Uzbekistan as a fuel are a practical embodiment of a purposeful policy of saving this valuable natural resource and its more efficient use.
First of all, it should be noted that the introduced seasonal restrictions on the use of natural gas for business entities are in no way related to the volume of natural gas production in the country as a whole.
The restrictions are introduced solely due to a significant increase in energy consumption with the onset of cold weather, especially at certain "peak" periods of the day, which can lead to disruptions in the technological mode of operation of the gas pipeline system. And if in other periods the system copes with an increase in load (and consumption is constantly growing), then in the autumn-winter period this overload becomes a threat to gas supply to the most important consumers for the state - people and social facilities, that is, hospitals, kindergartens, and schools. And for any country there is nothing more important than providing the population with heat and gas.
Therefore, business entities need to gradually switch to the use of alternative fuels, timely familiarize themselves with the relevant regulatory legal acts on this issue and timely implement the provisions of these regulatory legal acts. For example, businesses such as brick factories and greenhouses have long known the need to switch to coal. However, often instead of mastering new technologies, studying the experience of those who have already switched to the use of coal, there are many entrepreneurs among entrepreneurs who continue to talk about the convenience of using natural gas.
Therefore, business needs to learn to work in new conditions. This option has long been calculated and presented in regulatory documents, and the seasonal shutdown of gas supply for business entities has been provided for since the beginning of 2018 - by Resolution No. PKM-22, adopted by the Cabinet of Ministers of the Republic of Uzbekistan on January 12, 2018. In which it is provided that the consumers included in the schedules must have an irreducible reserve fuel supply (ensuring the demand for at least 3 months) and switch to work on it during periods of cold snaps.
It is worth noting about the measures taken with the International Financial Institutions. A roadmap was developed for the development of the oil and gas industry until 2025, which outlines a plan of measures to ensure equal and guaranteed access to natural gas. The consumer, including the entrepreneur, will have the right to choose the supplier of natural gas. That will ensure the creation of market relations between consumers and suppliers.
It is clear that this requires a revision of the technologies used, the development of the mechanism of operation in other conditions, using alternative sources of energy and heat, for example, coal or liquefied gas in cylinders - but this is the only possible way for the consistent development of the economy of our country.
