KOICA and the Ministry of Health hold a seminar within the COVID-19 Emergency Response Assistance Program 2020 in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- The Korea International Cooperation Agency (KOICA), the main agency of the Republic of Korea for providing grant aid to developing countries, is collaborating with partner countries in fighting the pandemic. A Memorandum of Understanding was signed between the KOICA agency and the Government of Uzbekistan for implementation of the COVID-19 Emergency Response Assistance Program 2020 with a budget of US$5.0 million.
The purpose of the Program is to support Uzbekistan in fighting against the global pandemic of COVID-19 while strengthening the public health system resilience in close cooperation with the Uzbekistan government. The program envisages the provision of not just necessary medical and humanitarian support, but also technical assistance for capacity building in the management of epidemic outbreaks.
As part of the program, on 17 August 2020 a group of specialists was dispatched from Korea to Uzbekistan. The experts got acquainted with the status of support by the donor countries, and studied the demand for the necessary medical equipment and training of specialists in Uzbekistan. A strategy was developed for the implementation of the Korean K-Quarantine model based on information and communication technologies, as well as the Korean experience of 3T (Test, Trace, Treat) in local conditions.
Based on the results of the meetings and discussions with international organizations, the Ministry of Health of Uzbekistan and partner organizations, on 10 September 2020 a joint workshop was held at the Lotte Hotel, Tashkent, where the parties discussed the implementation of KOICA’s COVID-19 Emergency Response Assistance Program 2020 for Uzbekistan, as well as the issues of strengthening the national infectious disease capacity building system.
The seminar was attended by the Director of KOICA Uzbekistan Office Pak Sunjin, the Emergency Response experts team, the Head of investments and humanitarian aid department of the Ministry of Health Kholmuradov B., 1st Deputy Director of the Sanitary and Epidemiological Service Kurbanov B., Director of the Research Institute of Virology Musabaev E., Director of the National Children's Medical Center Jafarov M., and other representatives of health institutions. The key person attendees in charge for combating infectious diseases in Uzbekistan discussed in detail the current issues and areas of cooperation.
The Head of KOICA Office, Ms. Park Sunjin, told about the results of the 1st and 2nd phases of the project for "Quality Improvement of Diagnosis in Patients with Infectious Disease in Uzbekistan", implemented over the past 10 years, and expressed hope for the successful implementation of the 3rd phase of the project and maximizing opportunities for future infectious disease control. Ms. Park expressed a gratitude to all participants, who, despite their busy schedule, took part in this seminar.
The head of the Emergency Response team Professor Moonsoo Yoon (Yonsei Medical University), shared in his presentation the implementation of the COVID-19 prevention system in Korea, the equipment delivery plan for Uzbekistan, the expected effects of the program, etc. The head of the Research Institute of Virology emphasized that after the delivery of computed tomography equipment and a gene sequence analyzer, they will be able to diagnose over 30 thousand patients annually, as well as analyze the mutation of the virus. In addition, it was explained that the timeframe for diagnosis could be reduced by more than one week for existing endemic diseases and marginal infectious diseases.
Further, the workshop participants held discussions to identify the needs on sites and develop the most effective response strategies in close collaboration with WHO.
Based on the discussions of this workshop, the Emergency Response team will thoroughly plan the project’s components, including a training program for specialists in infectious diseases, a cooperation program with civil society, support for vulnerable groups and professional training of personnel.
