The procedure for providing housing to young families has been changed

Tashkent, Uzbekistan (UzDaily.com) - A resolution of the Cabinet of Ministers “On measures to further improve the provision of housing for young families actively participating in the public life of the country” was adopted.
According to Norma.uz, for the implementation of the Presidential Decree No. UP-5886 from 28 November 2019 "On additional measures to improve the mechanisms of mortgage lending", it was taken into account that out of 2 116 houses for especially distinguished young families actively participating in public life countries in 2018-2020:
350 houses were commissioned;
296 were refused by young families;
on 556 not started construction;
completed construction in 2019 - 558 houses, in 2020 - 356.
The resolution approved the list of houses built in 2019-2020 for young families registered as in need of better housing conditions, with the recommendation of the Youth Union of Uzbekistan. In 2020, 356 families will purchase housing on the basis of a mortgage loan.
The Council of Ministers of Karakalpakstan, khokimiyats of regions and Tashkent city were instructed to amend the main parameters for the construction of affordable apartment buildings in rural areas with the participation of IC Qishloq Qurilish Invest LLC and IC Uzshahar Qurilish Invest LLC for 2020.
The funds accumulated from initial contributions on the accounts of LLC "IK" Uzshahar Qurilish Invest "on credit lines of LLC" Qishloq Qurilish Bank "and the Islamic Development Bank must be transferred within three days to the republican budget. Of the funds returned, according to the calculations of the Ministry of Finance and the Youth Union, the following are allocated:
for initial contributions for 558 houses built in 2019 for young families - 30 billion soums;
to cover 65% of the initial contributions for 356 houses under construction for young families in 2020 - 11.6 billion soums, including VAT.
The document establishes the procedure according to which:
at the central office of the Agency for Youth Affairs, a control group is created that will monitor the payment of loans and interest on funds issued by the Youth Union as an initial contribution, as well as the activities of the territorial councils of the Youth Union on the issue of repayment of loans and interest;
the territorial councils of the Youth Union together with the territorial subdivisions of the Ministry for Support of the Mahalla and the Family send written notifications to young families who have not paid loans and interest on time within one working day;
in case of non-fulfillment of the notification requirements by a young family, territorial kengashs within two working days apply to a notary to make an executive note on the debt;
the executive note is made by a notary within one day and sent to the territorial office of the Bureau of Compulsory Enforcement, which then takes measures in the prescribed manner.
