Tashkent, Uzbekistan (UzDaily.com) -- A regular video conference is being held under the chairmanship of President Shavkat Mirziyoyev. The event analyzes the work carried out in Uzbekistan to contain the coronavirus pandemic.
It was noted with regret that the spread of COVID-19 in the world has recently accelerated, the total number of cases reached 19 million, and the number of deaths has also increased. The seriousness of the situation is also indicated by the fact that on July 31, the World Health Organization extended the global emergency due to the pandemic for another three months.
Over the past week, more than 5 thousand new cases of infection were detected in Uzbekistan, and the total number of infected people approached 27 thousand. Moreover, the incidence of pneumonia with severe consequences is increasing.
With this in mind, the country has taken additional measures. In particular, over the past 20 days, the number of beds for the treatment of COVID-19 has increased 3.5 times and reached almost 65 thousand.
Almost 800 ambulances were delivered to the site.
An additional 4,000 breathing apparatus were imported (ventilators, portable CPAP machines, oxygen concentrators), their total number reached 6,500.
“It is necessary to continue and strengthen systematic work to prevent the spread of the virus among the population and treat patients,” the head of state said.
It was emphasized that the Ministry of Health, khokims and sector leaders must be fully prepared for the treatment of coronavirus and pneumonia, are personally responsible for providing each patient with the necessary medical care, their hospitalization based on the course of the disease, as well as treatment.
The need for further intensification of the local primary health care system was noted.
For example, in Tashkent, due to the organization of well-coordinated work in the link "family polyclinic - mobile brigades - specialized polyclinics - ambulance service 103 within a week it was possible to increase the proportion of those who recovered from 45 to 58 percent.
In this regard, Deputy Prime Minister Bekhzod Musayev, as well as khokimiyats and heads of sectors were instructed to complete the deployment in the regions of a system for treating asymptomatic patients at home with the help and recommendations of mobile medical teams in the regions within a week, based on the experience of the city of Tashkent.
President Shavkat Mirziyoyev noted the importance of redirecting small local hospitals back to their profile of treating other types of diseases, including chronic ones, continuing to organize centers for the reception and triage of COVID-19 patients.
“The Council of Ministers of the Republic of Karakalpakstan and regional khokimiyats should comprehensively promote the effective organization of the work of the heads of specialized centers and higher educational institutions assigned from Tashkent,” the President said.
Shavkat Mirziyoyev noted that in each case of a severe course of the disease, it is advisable to consult on treatment tactics with domestic and foreign specialists via video conferencing.
As you know, today in a number of countries intensive research is underway to find a cure for the coronavirus. It is reported that pharmaceutical companies in China, India, Great Britain, Russia will soon start producing the vaccine.
In this regard, Deputy Prime Minister Bekhzod Musayev was instructed to study the possibilities of purchasing vaccines and vaccinating the population of our country within a week, after consulting with leading scientists and experienced doctors.
The need to strengthen the participation of the makhalla institute in the prevention of disease, the delivery of citizens with suspected coronavirus to hospitals, clarification of quarantine requirements and the implementation of public control was emphasized.
For our people, when various questions arise, first of all turn to the mahalla.
“Almost 40 thousand people work in 9,150 makhallas across the republic and receive salaries from the budget,” the head of state said. - We have increased their salaries almost 1.5 times this year. Why should they stay on the sidelines in such a difficult situation? What is the state of the population, who is sick and in what house, who has what level of income, who needs help, and who needs a doctor - no one at the grassroots level knows as well as representatives of the mahalla.
To this end, khokims and sector leaders should rally makhalla chairmen, prevention inspectors and other workers, makhalla activists and representatives of the older generation assigned to makhalla health workers, to lead the work to establish a connection between persons with suspected coronavirus and those who are sick on the one hand, ambulance service and doctors on the other.
Citizens’ local government representatives should also be actively involved in delivering food to needy families and medicines for patients who are recommended for home treatment.
“At the same time, they must, on an ongoing basis, on the territory of their makhalla, explain and public control about the inexpediency of leaving the house for no reason and getting ready, the need to wear a medical mask and observe social distance, refrain from holding weddings and other family events,” the President Shavkat Mirziyoyev emphasized.
