Tashkent, Uzbekistan (UzDaily.com) -- The Republican Scientific Center for Employment and Labor Protection of the Ministry of Employment and Labor Relations in June 2020, a regular sociological survey was conducted in 101 cities and regions of Uzbekistan according to the methodology developed on the basis of the recommendations of the International Labor Organization, which covered 490 citizens’ self-government bodies, 4,900 households and 25,900 citizens.
Quarantine measures aimed at preventing the spread of coronavirus infection during the COVID-19 period have had a tangible impact on the labor market.
The results of the study showed that the unemployment rate among the economically active population of the republic was 13.2%. This figure in the same period of 2019 was 9.1%. The number of people in need of employment was 1.94 million (the unemployment rate among young people aged 16 to 30 is 20.1%, among women - 17.4%).
According to preliminary data, the number of labor resources increased by 0.6% compared to the same period of 2019 and made up 19.08 million people, the number of people employed in sectors of the economy over the same period due to the negative impact of COVID-19 on the activities of economic entities decreased by 5% or 671,000 people, amounting to 12.73 million people.
The number of the population employed in the official sector of the economy reached 5.58 million people, decreased compared to the same period last year by 0.2%, or 12,400 people.
At the same time, the number of individuals engaged in individual entrepreneurship decreased by 167,500 (46.4%) compared to the same period of last year, which is a consequence of restrictive measures aimed at preventing the spread of coronavirus infection, at the same time due to the involvement of paid public a sharp decline in the number of people employed in the formal sector was prevented from working 131,200 people.
According to the results of surveys, the number of citizens who left for work abroad amounted to 2,040 thousand people, which is 553,200 less than the indicator for the same period last year, and by 232,000 people compared to the first quarter of 2020.
The number of people employed in the informal sector of the economy (excluding labor migrants working abroad) decreased by 2.1%, or by 105,300 people, compared to last year, and made up 5.11 million people. At the same time, this decrease was due to a decrease in the number of temporarily employed in one-time and seasonal jobs (by 108,400), employed without formalizing labor relations in family enterprises and among entrepreneurs (by 87,400), as well as entrepreneurs working without registration and corresponding permission (110,600).
At the same time, the number of people employed in dekhkan and private plots increased by 201,100 due to the increase in the number of citizens left at home during the period of quarantine measures and a significant increase in the volume of subsidies for the development of personal subsidiary plots from the Employment Promotion Fund.
Granting to business entities and self-employed the right to use incentive benefits and accounting for work experience creates an opportunity to reduce the share of those employed in the informal sector.
The number of economically inactive population of the republic in the first half of the year increased by 4.5%. This indicator increased due to the fact that representatives of the business and services sector, who temporarily suspended their activities during the period of quarantine measures, in the course of the survey, spoke in favor of its resumption after the restrictions were lifted, subsequently preferring not to engage in other activities.
From January to June 2020, and especially in order to mitigate the negative impact of the COVID-19 pandemic on the labor market, labor authorities provided employment promotion services to 588.2 thousand unemployed and unemployed citizens (of which 159,900 are persons under 30 years, 229,400 - women).
In particular, due to employment in permanent jobs and involvement in paid public works, employment was provided for 501,100, 15,000 unemployed were sent for vocational training, unemployment benefits were paid to 27,000 unemployed at the expense of the Employment Promotion Fund for a total of 10.1 billion soums.
In addition, through subsidies from the Employment Promotion Fund, employment was provided for 24,800 people on personal subsidiary plots, 15,000 citizens were accepted as members of agricultural, sewing or artisan cooperatives, 3,000 were attracted to entrepreneurial activities,
256 employers were provided with measures of material support for raising the professional qualifications of 2,300 unemployed employed in the direction of the labor authorities, as well as employment of socially vulnerable groups of the population.
