Tashkent, Uzbekistan (UzDaily.com) – The procedure for determining the rating of scientific organizations is being introduced for the first time in Uzbekistan.
This measure is envisaged by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On measures to introduce the procedure for determining the rating of scientific organizations” from 11 May 2020. In turn, this document was the result of the implementation of the relevant paragraphs of the Decree of the President of the Republic of Uzbekistan “On measures to further strengthen the infrastructure of research institutions and the development of innovative activities” dated January 1, 2017.
The science sector of Uzbekistan consists of more than 104 academic and sectoral scientific institutions, including 65 research institutes, 31 research centers (including 14 specialized scientific and practical centers) and 8 other scientific organizations. In addition, research work is carried out in 118 higher education institutions (including their branches).
Most of the existing scientific potential is concentrated in the capital. Of 104 scientific organizations, 80.7% operate in Tashkent and 19.3% in the regions.
Currently, 37,185 researchers, including professors and teachers of higher educational institutions, are engaged in research activities, of which 16,863 researchers, or 45.3%, carry out their activities in Tashkent.
In many countries with high rates of research activity around the world, a rating system has been developed and is being used to evaluate the effectiveness and efficiency of research institutions. Rankings such as the World University Academic Ranking (ARWU), Quacquarelli Symonds, and Times Higher Educatio (THE) are recognized worldwide.
The main goal of the rating is to create a healthy competitive environment among research institutes, to stimulate the level and quality of their scientific and innovative activities, to effectively use the scientific potential of researchers, to create the basis for the development of high technology products and technologies for the real sector.
The tasks in determining the ranking of scientific organizations are assigned to the Ministry of Innovative Development.
From now on, the agency will systematically create a database with a description of the level of scientific research and innovative activity of scientific organizations, the quality of scientific research, the results of scientific and innovative activity and annually compile a republican rating of scientific organizations based on their assessment in accordance with rating indicators.
The processes will be carried out in close cooperation with leading world rating agencies on issues of assistance in the inclusion of national research organizations in the ranking of leading world research centers.
The rating results will be published annually on the official website of the Ministry of Innovative Development of the Republic of Uzbekistan.
It is expected that the introduction of a rating system will contribute to the preparation of high-tech products, widespread information about the quality of research and innovative work of scientific organizations, the expansion of international cooperation in this direction, as well as the achievement of the inclusion of domestic scientific organizations in the number of leading world research centers.
The developed rating criteria will make it possible to compile a general rating of the activities of research institutions conducting research in the field of humanities, technical and natural sciences.
The results of the rating of the effectiveness and efficiency of the activities of scientific institutions will serve as the basis for creating effective mechanisms for managing science and scientific activity, ensuring the effectiveness of scientific research and the rational use of financial resources.
