Experience in the implementation of textile clusters to be applied in Malaysia

Tashkent, Uzbekistan (UzDaily.com) –– A delegation of Malaysia, headed by the Deputy Secretary General of the Ministry of Primary Industry, Mr. Toisin Gantora, is in the Republic of Uzbekistan. The main purpose of the visit is to study the experience of Uzbekistan in the implementation of cotton-textile clusters and the eradication of forced labor.
The delegation of Malaysia, which included representatives of the Ministry of Primary Industry, the Malaysian Palm Oil Council, the Ministry of Labor of Malaysia, the Council against Trafficking in Persons and Smuggling of Migrants, the Ministry of the Interior, the Malaysian Congress of Trade Unions, the Federation of Employers of Malaysia, and human rights non-profit organizations, 5 November of this year held negotiations with the management of the Association "Uztekstilprom".
Representatives of the ILO in Uzbekistan Jones Astrup and Oksana Lipkanu also participated in the negotiations.
During the meeting, the Uzbek side shared information on the reforms carried out in the framework of the development of the textile and sewing-knitting industry of Uzbekistan and the achievements of the republic in the implementation of cotton-textile clusters. The issues of strengthening trade, economic, investment and scientific and technical cooperation with Malaysia were discussed.
Particular attention was paid to the Uzbek model in the fight against forced labor.
In recent years, the Government of Malaysia has shown an increasing interest in implementing initiatives leading to stricter compliance with its international obligations regarding forced labor. The country plans to ratify the ILO Forced Labor Protocol (P29) and to ratify the Abolition of Forced Labor Convention (105) as part of the Decent Work Country Program.
The Malaysian side praised the republic’s achievements in the textile sector and the role of the Uztekstilprom Association in the fight against forced labor.
In his speech, Mr. Toisin Gantora emphasized that Malaysia considers Uzbekistan to be a good example for solving the problem of forced and child labor and requested the ILO to contribute to a mission to study the experience of Uzbekistan. The Malaysian delegation is interested in exploring the policies and strategies developed by the Uzbek authorities at the sectoral and national levels, stakeholder collaboration mechanisms, and monitoring tools. This will help Malaysia in the development and implementation of child and forced labor action plans.
In addition, the ILO monitoring group, together with the Malaysian delegation, visited the Chinaz cotton-textile cluster and IE Textile Technologies Group LLC. Experts praised the work of growing organic cotton in this cluster, talked with the harvesters, got acquainted with the conditions created for pickers.
