ADB to help to attract additional investment for the construction and maintenance of schools through PPP
Tashkent, Uzbekistan (UzDaily.com) - A meeting was held at the Ministry of Public Education of Uzbekistan (MoPE) with a delegation of the Asian Development Bank (ADB) led by the director of the Permanent Mission of the ADB in Uzbekistan, Ms. Cindy Mulvichini.
During the meeting, the parties discussed the development of a project for the construction of new and reconstruction of existing schools in Uzbekistan through public-private partnership (PPP).
The PPP project envisages the construction, reconstruction and maintenance of public schools at the expense of private partners (investors) with the conditions for payments from the public partner throughout the term of the PPP agreement.
Sarvar Sadullaev, Head of the department of Advanced Models of Schools and Public-Private Partnerships of the Ministry of Education, said: “The project is still under development. With the successful implementation of the project, we will have the opportunity to build and repair more schools without additional burden on the state budget, since payments will be made in installments over several years. Moreover, private partners will have to fulfill certain conditions for the quality of construction, repair and maintenance of buildings in order to receive payments. ”
This project does not stipulate for the transfer of public schools to private investors or the opening of paid schools. Within the framework of the project, investors will be attracted only to create infrastructure, and the state, represented by INR, will ensure the provision of quality educational services.
During the meeting, the parties also considered attracting foreign consultants to develop a feasibility study for the project and legal documents. The issues of ensuring the quality of construction, reconstruction and maintenance of buildings of secondary schools, as well as the next steps to launch the project were also discussed.
Director of the PPP Development Agency and Deputy Minister of Finance of the Republic of Uzbekistan Golib Kholjigitov attended this meeting.
