Tashkent, Uzbekistan (UzDaily.com) -- On 4 October, a “round table” was held on the theme “Development of mechanisms for the systematic elimination of problems that impede the increase in the position of the Republic of Uzbekistan in major international ratings”. The event was organized by the Yuksalish National Movement together with the Public Fund for Support of NGOs and other civil society institutions under the Oliy Majlis of the Republic of Uzbekistan.
The "round table" with the participation of specialists from ministries and departments, experts and representatives of civil society was organized to facilitate the implementation of the Presidential Decree of 25 February 2019 "On measures to improve the position of the Republic of Uzbekistan in international ratings and indices", discussions carried out in different areas of work .
This resolution defines such tasks as the creation of an integrated and independent system for assessing current reforms in the country, the creation of a national system for monitoring and evaluating the position of the Republic of Uzbekistan in international ratings in order to improve the country’s position in international ratings, and others.
In addition, the document formed a list of research institutes that are tasked with improving the position of Uzbekistan in indices and ratings. For example, in the Index of Economic Freedom, the Global Competitiveness Index, Doing Business, the Corruption Perception Index and others.
During the event, representatives of the responsible ministries and departments, research institutes, research centers and non-governmental non-profit organizations presented information on the work carried out over the past period in the office of the Nationwide Movement “Yuksalish”. In particular, on the status of the implementation of the measures specified in the legislative acts, an analysis has been made of the successes and directions achieved, where significant changes are imperceptibly.
As noted, the positive changes in the life of the country, within the framework of reforms carried out in the socio-economic, judicial and legal sphere, allowed to improve the rating of Uzbekistan in the Rule of Law Index, the Index of Economic Freedom. At the same time, Uzbekistan began implementing an ambitious comprehensive reform program aimed at improving macroeconomic stability, launched large-scale reforms in the tax and customs sectors, and outlined reforms in the banking sector. The result of these measures was the fact that the international rating agencies Fitch and S&P, which world business is focused on, in December 2018 for the first time assigned Uzbekistan a sovereign credit rating, which indicates the country’s ability to provide a safe investment environment. In addition to Fitch, work continues with two other rating agencies - Moody’s and Standard & Poor’s.
It is noteworthy that according to the World Bank, Uzbekistan is among the top 20 countries that have carried out major reforms in the field of business assistance.
According to representatives of the Institute of Legislation and Parliamentary Studies under the Oliy Majlis of the Republic of Uzbekistan, in the Democracy Index 2018 compiled by the British research organization Economist Intelligence Unit (EIU), Uzbekistan took 156th place among 167 countries of the world (Turkmenistan - 162, Tajikistan - 159, Iran - 150, Azerbaijan - 149, Russia - 144, Belarus - 137, Turkey - 110, Kyrgyzstan - 98). The total score of the republic in the index was 2.01, including the highest in the Political Culture category - 5.00, and the lowest in the Electoral Process and Pluralism category - 0.08 points.
Based on the criteria of the EIU Worldwide Democracy Index, a national methodology has been developed for self-assessment of the level of development of democracy. It includes 5 categories and 60 indicators.
The research results are generalized analytical materials, which include: the total number of points scored in 5 categories; analysis of the problems that impede the development of democracy in the state and society; recommendations for resolving identified problems and improving the position of Uzbekistan in the Democracy Index. Analytical data and recommendations are transmitted to the Legislative Chamber and Senate of the Oliy Majlis of the Republic of Uzbekistan, the responsible ministries and departments for consideration and adoption of an appropriate decision.
A working group has been created in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, which is responsible for the work on international ratings and the implementation of the Electronic Parliament system.
At the same time, in spite of the measures taken, in many areas there is no integrated system for evaluating the ongoing reforms for compliance with international criteria and standards, which allows conducting national ratings in relevant areas. These and other relevant issues were discussed during a round table with the participation of specialists from ministries and departments, experts and civil society activists.
