Tashkent, Uzbekistan (UzDaily.com) -- On 14 February, the Laboratory for Innovation and Management Decisions under the Ministry of Innovation Development hosted a discussion of the report “Study of the Malaysian experience in the area of administrative reforms: conclusions for Uzbekistan”.
The presentation was presented by Kamoliddin Khamidov, national consultant of the UNDP project “Assistance in the development of effective public administration and digital transformation”.
Malaysia is one of the few former developing countries with a commodity economy that has managed to create favorable political and economic conditions for the active industrialization of the economy and the development of the private sector through the institutionalization of partnership between government and business. To achieve this, a transformation of the entire system of state administration and socio-economic regulation was required. The civil service, public services were reformed in the country, the functions of government agencies were optimized, as well as their organization and financing.
Today, the activities of the Malaysian government are aimed at strengthening structural reforms, increasing incomes of the population and overcoming global challenges. A large-scale intervention of the “digital economy” is carried out in the country, covering the state not only geographically, but also in terms of distribution in all spheres of social life. The experience of Malaysia is valuable in terms of the possibility of its use in the conditions of Uzbekistan, which began large-scale transformations, including in the system of state administration.
Turning to history, Malaysia gained independence in 1957, but until the 1970s. government activity did not bring the desired results of the development of the country. In this regard, a study was conducted of the problems of the public administration system and on its basis recommendations for its improvement were prepared. At that time, the reforms were aimed at creating an effective public service, improving public services, developing public participation, and increasing the independence of local authorities. At the same time, in 1966, a five-year development plan was adopted, which became a single comprehensive economic program oriented towards the policy of import substitution. In the early 1980s. The process of deregulation of the economy began, the main task of which was to reduce the share of the public sector and direct state regulation of the economy. State-owned enterprises were privatized, and the strategy was adjusted to stimulate the export of industrial goods.
The key tool of macroeconomic regulation has become fiscal policy. At the same time, the tax system was relatively simple. Properly built fiscal policy contributed to the growth of producers’ competitiveness in the face of increasing competition in the global market, stimulated the growth of savings and investments.
Back in the early 1990s, the Malaysian government has recognized the importance of ICT as a catalyst for the development of the economy of the future. Therefore, in the past 20 years, this area is among the key priorities of the government. Malaysia’s digital transformation program today has two areas: digital economy and digital government. They include the development of ICT and IT industry, electronic public services, as well as the involvement of private business in the digital economy through the introduction of innovations in business processes.
