Uzbekistan to allow privatization of non-agricultural land

Tashkent, Uzbekistan (UzDaily.com) -- From 1 July 2019, Uzbekistan will allow the privatization of non-agricultural land plots by legal entities and individuals.
This is envisaged by the decree of the President of Uzbekistan “On measures to fundamentally improve the processes of urbanization”.
According to the decree, from 1 July 2019, Uzbekistan introduces an order in accordance with which legal entities - residents of Uzbekistan have the right to privatize land plots, on which are located the buildings and structures owned by them or their privatized infrastructure, as well as land necessary for the implementation of production activities.
At the same time, from 1 July 2019, individuals - citizens of Uzbekistan will receive the right to privatize the land plots allocated to them for individual housing construction and maintenance of a residential house.
For the privatization of land, individuals and legal entities must submit an application. Local authorities will decide on the privatization of land plots only if there are cadastral documents and a paid fee.
Privatized land plots are private property (objects of civil circulation) and are inviolable, and also protected by the state, the decree says.
The head of Uzbekistan instructed the Government to submit to the Legislative Chamber of Oliy Majlis a draft law on the privatization of non-agricultural land plots by 1 April. Also before 1 May, the Government will develop a new edition of the Land Code.
The government of Uzbekistan by 1 June must approve the differentiated payment for privatized land plots, as well as the procedure for their payment.
According to the document, an increased land tax rate for privatized and acquired land plots will be introduced in Uzbekistan. Stimulating property tax rates will also be set.
Funds from land privatization will be accumulated in the Urban Development Fund under the Ministry of Economy and Industry.
