Tashkent, Uzbekistan (UzDaily.com) -- On 15 May 2018, a press tour was conducted to the Zangiata Inter-District Civil Court in Tashkent. The event served to present information on new information technologies used in the court, and their advantages as introduced into the judicial system.
The visit served emphasized the comprehensive improvements which resulted from installing the E-SUD system in courts, along with the introduction of other improvements such as sound and video recording equipment.
Focused work has been carried out by the Rule of Law Partnership in Uzbekistan by USAID, UNDP and the Supreme Court of the Republic of Uzbekistan, to assist with on-going reforms in the legal sector. The primary goal of this work has to been to improve both the system’s efficiency, and the public’s trust in its operation. These initiatives have worked in partnership with Strategy of Action of the Republic of Uzbekistan in Five Priority Development Areas for 2017-2021. Most changes have focused on the legal and judicial system.
While substantial work has been undertaken to introduce ICT solutions for improving citizen’s experience of the legal system. A major enhancement here has been the introduction of the E-SUD e-case management system, which has been effectively applied throughout Uzbekistan’s inter-district, city and district civil courts. The tool has streamlined procedures for applying to courts, while minimizing bureaucracy and preventing red tape.
At the Zangiata court, media tour participants first experienced the E-SUD system’s impacts. In this regard, it was particularly discussed how the system is used to speed document exchange and improve how citizens can access the legal system. By reducing the time and effort required by citizens to access the legal systems and to seek outcomes for their concerns, justice can be more effectively applied.
Another major focus of the visit was the SRS FEMIDA system, which allowed the recording of courts through audio and video files. This includes 60 minutes of reserve power, so recordings can continue even in cases where there are power-cuts, while a multilevel security system excludes the possibility of unauthorized access to audio-videos files. This system is particularly effective in simplifying the work of secretaries, helps protect procedural rights, and is one of the most effective anti-corruption tools available.
The event also provided information on activities in the first quarter of 2018. It was noted that civil courts had heard 56,653 cases and issued 111,376 court orders, in order to recover mandatory payments worth over 83 billion soums. In regards to completed civil cases, 49,150 were issued for which 83% of claims were satisfied. Most cases heard by civil courts were disputes arising from transactions and contracts, cases of restoring labor rights, and cases related to special proceedings.
At the study tour’s conclusion, practical handbooks and brochures were prepared through the joint Rule of Law Partnership in Uzbekistan, aimed to improve the citizen’s experience of the court system, and to ensure easy access to justice.
