President signs decree on improving the MFA system

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyev approved measures to radically improve the system of the Ministry of Foreign Affairs and strengthen its responsibility for implementing priority areas of foreign policy and foreign economic activity.
The head of Uzbekistan determined the most important directions of reforming the system of the Ministry of Foreign Affairs.
The document says that it is necessary to revise and improve the regulatory and legal framework for the activities and organizational and staff structure of the Ministry of Foreign Affairs and foreign institutions of the Republic of Uzbekistan with an emphasis on promoting "economic diplomacy".
Also, the coordinating role of the Ministry of Foreign Affairs in implementing the unified foreign policy and foreign economic activities of the republic will be strengthened.
The President instructed to introduce new approaches and methods to the activities of the Ministry of Foreign Affairs and foreign agencies of the Republic of Uzbekistan aimed at expanding and diversifying the export of domestic goods, works (services), attracting investments, advanced technologies and tourist flows to the country.
The Foreign Ministry and the diplomatic missions of Uzbekistan should actively use the tools of "public diplomacy" in promoting a positive international image of Uzbekistan.
The foreign policy department will form and implement mechanisms to ensure real protection of the rights and legitimate interests of citizens, and will also support dialogue with compatriots abroad and involve them in the implementation of trade, economic, cultural, humanitarian and social projects and programs.
The Ministry of Foreign Affairs will also radically revise its personnel policy by introducing advanced and transparent organizational and legal mechanisms for the selection, training, retraining and upgrading of qualifications, rotation and formation of a long-term reserve of diplomatic personnel.
In the structure of the Ministry of Foreign Affairs, the President formed the General Directorate for Foreign Economic Cooperation.
The management structure includes:
Management of attraction of foreign investments and means of financial and technical assistance;
Management of export promotion and foreign trade relations;
Department for coordination of activities of intergovernmental commissions;
Department of International Cooperation in the field of tourism development.
Also, the Office for Public Relations and the Media was established on the basis of the Press Service of the Ministry of Foreign Affairs.
The Consular and Legal Department has been established on the basis of the Consular Department, the Department for Interaction with Compatriots Abroad, the Department for Work with Appeals of Individuals and Legal Entities and in its Composition the Sector for the Reception of Calls (call-center) were also created.
The Office for Servicing of the Diplomatic Corps is established on the basis of the Diplomatic Service.
The head of Uzbekistan ordered to create information agency Dunyo and the Media Center on the basis of the information agency Jahon.
Also, the Bureau of Translators, the Center for Analysis and Forecasting, the territorial offices of the Ministry of Foreign Affairs in the Republic of Karakalpakstan and the regions are being established.
The President transformed the Foundation of President of the Republic of Uzbekistan "Istedod" to the Center for Training Specialists Abroad and Dialogue with Compatriots, with submission to the Ministry of Foreign Affairs of the Republic of Uzbekistan.
Shavkat Mirziyoyev commissioned the creation of the Foundation for Development of the Diplomatic Service of the Republic of Uzbekistan on the basis of the Republican Foundation for Development of Diplomatic and Consular Establishments of Uzbekistan with a view to improving the mechanisms for material incentives for workers and financing the activities of the Ministry of Foreign Affairs.
The decree says that the head of the diplomatic mission is the highest official representative of the Republic of Uzbekistan in the host country, ensuring effective conduct of foreign policy and foreign economic policy, protecting and promoting the interests of the country, as well as the rights and legitimate interests of citizens and legal entities of the Republic of Uzbekistan.
The head of the diplomatic mission may be a citizen of the Republic of Uzbekistan who has a higher education, fluent in state and foreign languages, has appropriate business, moral and professional qualities, as well as deep knowledge of history, culture, national traditions and customs, the essence and significance of socio-economic and socio-political transformations in the Republic of Uzbekistan.
Diplomatic employees and official representatives of state bodies of the Republic of Uzbekistan in the host country, irrespective of their departmental affiliation and accountability, strictly adhere to the head of the diplomatic mission.
The head of the state recommended that the commercial banks provide mortgage loans for ambassadors and employees of the Ministry of Foreign Affairs.
The practice of the Ministry of Foreign Affairs introduces development on a regular basis of the priority areas for development of foreign-policy and foreign economic cooperation approved by the president with key foreign partners.
"Road maps" of foreign institutions of Uzbekistan for work with foreign countries will be adopted annually, special attention will be paid to foreign economic and information-explanatory activities.
The President introduced an interdepartmental rotation of staff on principle of "the relevant ministries, departments and government bodies on the ground - the Foreign Ministry - the foreign office - the Ministry of Foreign Affairs, the relevant ministries, departments and local authorities."
The head of the Ministry of Foreign Affairs of Uzbekistan will monthly hear personal reports of heads of foreign missions on implementation of assigned tasks and "road maps" for cooperation with the host country or international organization.
Until 1 October, the President instructed to draft a concept of foreign policy of Uzbekistan in a new edition.
Till 1 January 2019, proposals should be prepared for radical improvement of the activities of foreign institutions of Uzbekistan, including their critical study with field visits. It is planned to radically improve the activities of the University of World Economy and Diplomacy.
