Germany to finance modernization of regional medical centers

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Germany will provide a financial aid to Uzbekistan in realization of programmes on modernization of regional multiple-discipline medical centers.
President of Uzbekistan Islam Karimov signed a resolution “On measures on realization of programmes on modernization of regional multiple-discipline medical centers at financial cooperation with the Government of Germany” on 30 October 2015.
The document was adopted to further expand financial cooperation with the Government of Germany in healthcare, ensure equipment of regional multiple-discipline medical centers with modern medical equipment and their efficient use.
The resolution said the Ministry of Healthcare of Uzbekistan with attraction of resources of KfW (Germany) implements two programmes on modernization of regional multiple-discipline medical centers: “Healthcare. Component “Reconstruction of regional medical center in Surkhandrya” at the size of 3.5 million euros, of which 3 million euros is long-term loan and 0.5 million euros is grant, and “Healthcare. Component “Modernization of regional multiple-discipline medical centers in Karakalpakstan, Andijan, Bukhara and Navoi regions” at the size of 10 million euros, of which 2 million is a long-term loan and 8 million euros is a grant.
According to the resolution, the loans of the KfW at the size of 5 million euros were provided for 40 years with 10-year grace period. The interest rate set at 0.75% APR.
The Government of Uzbekistan and KfW signed an agreement on financing (providing grant) for 9 million euros to implementation of the third programme “Health. Component “Modernization of regional multiple-discipline medical centers, Phase II” in February 2015.
The programme envisages modernization of regional multiple-discipline medical centers in Samarkand, Namangan and Kashkadarya regions, as well as creation of reference center of magnetic resonance imaging at the Clinic No. 3 of Tashkent Medical Academy in Tashkent.
Uzbek leader agreed with the proposal of the German side on uniting three programmes and implementing them at the same time.
Islam Karimov also agreed with the proposal on signing of the agreement on realization of the measures of the third programme with the consulting company GITEC Consult GmbH (Germany) without holding tender. GITEC Consult GmbH won tenders on previous two programmes.
The resolution said that the Ministry of Health of Uzbekistan is an executive body, which is responsible for efficient and targeted use of credits and grants of KfW.
President Islam Karimov exempted goods, works and services, purchased due to resources of KfW within the programmes on modernization of regional multiple-discipline medical centers from payment of customs duties (except customs registration fee), VAT, mandatory payments to state funds.
