Development of private entrepreneurship is priority

Tashkent, Uzbekistan (UzDaily.com) -- On 16 January 2015, the Cabinet of Ministers of Uzbekistan held a session to discuss results of social-economic development of the country in 2014 and important priorities of economic programme for 2015. President Islam Karimov attended the meeting and delivered a report.
Uzbek leader noted that Uzbekistan’s GDP rose by 8.1% in 2014, agriculture production – 6.9%, foreign trade balance made up US$180 million, while gold-currency reserves grew by US$1.6 billion.
Tolqin Eshnazarov, member of UzLiDeP faction at the Legislative Chamber of Uzbekistan and chairman of the Committee on agriculture and water issues, said that the voters of UzLiDeP contributed to development of Uzbekistan. In 2014, over 20,000 new small businesses (without farms) were created in 2014 and their total number exceeded 195,000 units, which rose twice compared to 2000.
He noted that share of small and private businesses in GDP rose from 31% in 2000 to 56% now and industrial production – from 12.9% to 31.1%. This was achieved due to improving business climate and creation of favourable conditions for small and private entrepreneurship.
He noted that Uzbekistan simplified process of registration of businesses and issue of permissions, introducing one-stop-shop principle. The allocation of loans to small businesses increased almost five times in 5 years. Uzbekistan simplified process of submission of statistic and tax reports.
MP said that small and private businesses created 480,000 new jobs in 2014 or each second. Currently, 76.5% of employed population work in this sector compared to 49.7% in 2000.
As Uzbek President said at the session, Uzbekistan should further create opportunities for private businesses, modernize and diversify economy.
Gayrat Abdullaev, deputy chairperson of Ferghana regional council of UzLiDeP, hailed reforms in agriculture sector, which helps to improve life standards in rural areas.
He noted that Uzbekistan harvested 3.4 million tonnes of raw cotton and 8.05 million tonnes of grain in 2014. He noted that production of vegetables grew by 16.3%, melons and gourds – 16.6% and fruits – 21% in 2012-2014.
He recalled that in 1991 Uzbekistan faced grain and floor shortage, but now Uzbekistan satisfies internal demand for these products. During Soviet times, Uzbekistan was used only to production of cotton, which harmed both economy and ecology. Uzbekistan was on the last place on human development, he said.
Gayrat Abdullaev said that the situation changed now and huge changes took place in the country. Uzbekistan constructs modern enterprises and improves efficiency of agriculture sector. In the result, prosperity of population is growin.
Zulfiya Mamadjanova, chairperson of Kokand city Council of UzLiDeP, said that Uzbek President outlined “road map” for development and modernization of the country.
She noted that Uzbekistan should continue to work on eliminating all barriers for development of private businesses, which would improve sustainable economic growth and well-being of population.
She said that MPs of the party should critically analyze legislative framework for doing businesses and provide more legal guarantees for development of private sector. She said that interference of controlling bodies to activities of the businesses should be eliminated.
UzLiDeP will also contribute to simplifying access of small businesses to raw materials, first of all, cia exchange and fair traded.
She said that the party believes that key industries and enterprises, which produce competitive products, should receive support as they should be locomotive for economic growth.
Zulfiya Mamadjanova said that UzLiDeP supports decreasing state share in economy up to strategic and economically based sizes.
