Tashkent, Uzbekistan (UzDaily.com) -- On 22 October 2020, a regular meeting of the Board of the Ministry of Preschool Education was held in the format of a videoconfernce. The meeting was devoted to the analysis of the results of activities for 9 months and the definition of tasks that need to be completed in the 4th final quarter of 2020.
The Minister of Preschool Education Agrippina Shin, opening the meeting, congratulated those present on the 31st anniversary of the Uzbek language, and spoke about the attention and care shown to the state language.
In particular, at the video conference held with the participation of the head of state on 19 October 2020, dedicated to the parameters of the state budget for 2021, the need to achieve preschool coverage of children up to 70%, and the share of the private sector up to 25%, was noted.
In order to improve the efficiency of the work of the employees who carry out their activities as General Counsel in the territorial context, it is planned to monitor their activities. Also entrusted with the task of strict control of the performing discipline.
Further, the reports of each territorial head were heard on the progress of measures to prepare preschool institutions for the autumn-winter season, construction and repair work in preschool educational organizations included in the 2020 investment program. So, in 2020, work was planned on the construction and reconstruction of 408 preschool educational institutions (of which 18 objects are from the foundation and 390 are being reconstructed).
For these purposes, 1.53 trillion soums were allocated, in particular, on the basis of PP-4565 dated January 10, 2020, 1.34 trillion soums were allocated for the construction and reconstruction of 357 preschool educational institutions, as well as another 188.6 billion soums from the Anti-Crisis Fund.
Thus, from the funds of the Investment Program and the Anti-Crisis Fund, 32,118 new jobs were created in the republic in 2020.
If as of 1 October 2020, out of the funds allocated by the Anti-Crisis Fund for 408 objects, the financed amount amounted to 849.6 billion soums (62%), and for repair work - 957.6 billion soums (69%), then at the moment it is financed the amount was 972.4 billion soums (70%) and 1.02 trillion (74%) for repair work. As of 1 October 2020, construction and repair work has been carried out in 100 facilities from the Investment Program and the Anti-Crisis Fund.
The plans for the formation of the Investment Program for 2021 were also heard. According to PP-4864 dated 16 October 2020, 900 billion soums were allocated for construction and repair work in the preschool educational institution.
Based on this, proposals developed by the Ministry of Preschool Education for the construction of 12 new and reconstruction of 172 kindergartens were submitted to the Ministry of Economic Development and Poverty Reduction.
According to the Investment Program for 2021, it is planned to create 14,245 new jobs. In particular, due to the construction of 12 new preschool educational institutions - 1,890 jobs, due to the reconstruction of empty facilities - 7,290 jobs, due to the reconstruction of existing preschool educational institutions - 5,065 new jobs.
The meeting participants also touched upon issues related to the activities of the preschool education management system and problems associated with the electronic queue system. Ideas were put forward to improve IT management skills among kindergarten workers and to create call centers for prompt processing of requests from the population.
Special attention was paid to the employment of young people who graduated from pedagogical colleges last year.
“Assistance in finding a job for students who graduated from specialized educational institutions will provide an influx of young personnel to preschool educational institutions,” the minister emphasized.
“I don’t need numbers, but high quality work. Pay attention not to increasing statistics, but to improving quality,” concluded the minister.
