Tashkent, Uzbekistan (UzDaily.com) -- The Oliy Majlis Legislative Chamber’s Committee on International Affairs and Inter-Parliamentary Relations held a video conference on “Parliamentary diplomacy as an important mechanism to strengthen the image of a new Uzbekistan in the international arena”.
It was attended by members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis, representatives of the Ministry of Foreign Affairs, professors and teachers of the University of World Economy and Diplomacy, experts to analyze the possibilities of parliamentary diplomacy in strengthening mutual relations with parliaments of foreign countries, promoting the national interests of our country in the international arena , as well as developing proposals and recommendations for further cooperation.
It was noted that in a short time, the national parliament became an active participant in many international inter-parliamentary organizations. So, over the past three years, our country has become a member of the Inter-Parliamentary Union, the Inter-Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE), and the Inter-Parliamentary Assembly of the CIS countries.
The President of the Republic of Uzbekistan Shavkat Mirziyoyev in his speech at the first meeting of the Legislative Chamber of the Oliy Majlis (on 21 January 2020) emphasized that "the consistent development of international inter-parliamentary relations should continue to be the focus of attention of deputies and senators."
According to the speakers, parliamentary diplomacy, being an integral part of foreign policy, has a great influence on the content, degree and prospects of the development of international relations of our country. It is an important mechanism for the implementation of the goals and objectives of foreign policy, the development of mutual understanding and trust between countries, the formation of a positive international image of the country, and through legislative activity, parliamentary control and interparliamentary cooperation, protects the interests of the state, as well as the interests and rights of its citizens abroad.
In modern international relations, the term “parliamentary diplomacy” is seen as a link between traditional intergovernmental relations and comprehensive popular diplomacy.
Parliamentary diplomacy plays an important role in creating the legal basis for bilateral and multilateral relations with foreign countries and international organizations, in adapting national legislation to the requirements of international cooperation.
In Uzbekistan, with a view to its development, a draft “Concept of Parliamentary Diplomacy of the Republic of Uzbekistan” has been developed, which is currently under discussion. It reflects the goals, objectives and principles of parliamentary diplomacy, including the main factors affecting its formation, as well as mechanisms for its implementation.
It was said that the basic principles of parliamentary diplomacy are the supremacy of universally recognized principles and norms of international law, respect for the sovereignty of states, non-interference in the internal affairs of states, matching the goals and objectives of parliamentary diplomacy with national interests, and resolving international differences peacefully. It was also noted that parliamentary diplomacy has a special place in the formation of mutual trust and solidarity between countries in the world, solving problems, preventing conflicts, creating the legal foundations of international cooperation.
Today, among the important tasks facing the Oliy Majlis is raising the reputation of our country in the international arena, pursuing an active foreign policy.
For this, it is necessary for the chambers of parliament to intensify work on parliamentary control over the implementation of many of the approved “road maps” for attracting foreign investment and developing foreign trade.
The videoconference considered promising areas for the development of parliamentary diplomacy and, based on the proposals and opinions, developed relevant recommendations.
