Tashkent, Uzbekistan (UzDaily.com) -- On 11–13 November, in Tashkent, a building at the University of World Economy and Diplomacy (UWED) organized a training on the topic: “Basics of the application of regulatory impact analysis techniques”. This was reported by the public relations service of the Center for Economic Research and Reforms under the Administration of the President of the Republic of Uzbekistan.
The event was organized by the Center for Economic Research and Reforms (CEIID) under the Presidential Administration of the Republic of Uzbekistan together with the United Nations Development Program (UNDP) in Uzbekistan.
The event is attended by representatives of the Ministry of Justice of the Republic of Uzbekistan, the Academy of Public Administration under the President of the Republic of Uzbekistan, faculty of the Tashkent State Economic University (Tashkent State Economic University), Tashkent State Law University, academic circles, senior officials of ministries and departments, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats regions and cities of Tashkent, as well as representatives of the media.
The trainer is Izmailov Kemal Osmanovich, a qualified expert in the field of reforms, a certified specialist in Regulatory Impact Analysis, trained at Luiss Guido Carli University (Rome, Italy).
The purpose of the event was to familiarize the training participants with the methods of regulatory impact assessment (RIA), as well as discuss practical skills in assessing regulatory impact.
Today, large-scale work is being carried out in Uzbekistan to improve the quality of standard-setting activities, introduce new innovative methods of “smart regulation”, which allow making deeply calculated and balanced government decisions, with wide public involvement in the rule-making process.
The consistent implementation of the Concept for the improvement of standard-setting activities continues. At the same time, the analysis shows that at present a number of negative factors persist that impede a comprehensive assessment and early forecasting of the possible consequences of the draft legal acts being initiated and under development.
In order to improve norm-setting activities, as well as introduce effective rule-making mechanisms, to prevent the preparation and adoption of unreasonable and economically ineffective decisions, the CEIR has organized this training.
RIA is a process regulated by the methodology, which includes analysis of problems, preparation and analysis of possible regulatory options, preparation of a draft regulatory act that reflects the preferred regulatory option, or proposals on the inappropriateness of changing the existing regulation.
