Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Energy of the Republic of Uzbekistan, as well as Uzbekneftegaz JSC organized a press tour for foreign and domestic media to familiarize with the activities of the Shurtan gas chemical complex, as well as the new synthetic liquid fuel plant under construction from natural gas Oltin Yo’l Gas to Liquids (GTL).
The journalists were able to see the construction process of the facility, get acquainted with the technical equipment delivered to the GTL facility. They also familiarized themself with the Gas Chemical Complex located in the southwestern part of Uzbekistan in the desert zone of the Karshi Steppe, based on the Shurtan gas condensate field base.

The history of the creation of the complex begins in 1996 - it was then that the resolution of the Cabinet of Ministers of the Republic of Uzbekistan was issued, according to which a decision was made to build the “Shurtan gas-chemical complex for the production of polyethylene”. The complex has become one of the best projects implemented by Uzbekneftegaz in the years of independence, moreover, in record time. In August 2002, after the commissioning work, the first “Uzbek” polyethylene was released under the UzClear® trademark.
On the territory of the plant, there are: gas and condensate treatment installation, compressor stations, process plants and many other auxiliary facilities. The main production processes of the plant are: Polyethylene production workshop and Ethylene production workshop.
If we talk about the production capacity of the enterprise, the indicators per year are as follows:
- feed gas: up to 3.9 billion m3;
- commodity methane: up to 3.5 billion m3;
- polyethylene granules: more than 125 thousand tonnes;
- liquefied gas: more than 100 thousand tonnes;
- gas condensate: about 1.5 thousand tonnes;
- granulated sulfur: about 1.5 thousand;
- Alu-composite panels: more than 750 thousand square meters;
Also pipes, hoses and fittings for pressure pipelines and drip irrigation system: more than 4.5 tonnes.
Thanks to active success over the years, the availability of qualified personnel and infrastructure, in 2016, the implementation of the project “Production of synthetic liquid fuel based on purified methane from the Shurtan MCC” (UzGTL) began. The project is carried out in accordance with the resolution of the President of the Republic of Uzbekistan dated December 29, 2016 No. PP-2706 “On additional measures for the implementation of the investment project “Production of synthetic liquid fuel based on purified methane from the Shurtan gas chemical complex”.
According to the objectives of the project, it should:
- to expand the capacity for deep processing of natural gas;
- reduce imports of hydrocarbons;
- to cover domestic demand for high-quality and environmentally friendly fuel;
- provide a market with strategic products made from our own raw materials.
The plant for the production of synthetic liquid fuels from natural gas, called Oltin Yo’l Gas to Liquids (GTL), is being built 1.5 km from the Shurtan Gas Chemical Complex. This plant will be one of the largest plants for the production of synthetic liquid fuel and one of the largest and most technologically advanced projects in the history of the oil and gas industry of the entire region.
Oltin Yo’l GTL worth US$3.6 billion today is one of the most capital-intensive investment projects implemented in Uzbekistan. It is financed by the Uzbekneftegaz, the Fund for Reconstruction and Development of Uzbekistan, the State Development Bank of China, the Export-Import Bank of Korea, the Korean Insurance Trading Corporation, Gazprombank JSC, Roseximbank JSC and the Russian Agency for Export Credit and Investment Insurance .
The annual production capacity of the plant will be more than 1.5 million tonnes of high-quality synthetic liquid fuel that meets EURO 5 standard, including: 743.5 thousand tonnes of diesel fuel, 311 thousand tonnes of jet fuel, more than 431 thousand tonnes of naphtha, more than 50 thousand tonnes of liquefied gas.
The technological process of the GTL plant is based on three main stages that fulfill the products necessary for the conversion of purified methane to GTL, including diesel fuel, kerosene, naphtha and LPG.
At the moment, more than 6.5 thousand workers have been mobilized at the construction site: builders, engineers and specialists from them more than 500 people are foreign specialists. More than 450 units of heavy, special construction equipment are involved.
In the process of building the facility, unique special equipment is used, including the world’s most super-powerful cranes, with a height of 25-storey building, with the longest telescopic booms, whose length exceeds 100 meters and carrying capacity up to 1500 tonnes. There are such cranes in the world of the unit, and they are used according to a pre-agreed schedule.
For the delivery of volumetric and technological equipment, installations and devices to Uzbekistan practically all possible international logistics routes are involved.
