President of Uzbekistan signs decree on measures to ensure the safety of citizens
Tashkent, Uzbekistan (UzDaily.com) -- Uzbek President Shavkat Mirziyoyev signed a decree “On measures to ensure the security of citizens of Uzbekistan during their departure on transport from the republic for temporary employment”.

The decision is aimed at creating favorable conditions for safe passage of citizens to the place of temporary work outside the country, preventing road accidents along the way.

The document said that citizens of Uzbekistan, travelling abroad to temporary work, are becoming victims of road accidents. In some cases, Uzbek citizens are killed.

The main reasons for the inadequate use by citizens traveling abroad for temporary work, domestic aviation, rail and road transport services are:

high cost of rail and air tickets in comparison with road transport services; insufficient capacity and capacity of railway and air transport, which does not fully meet the demand of citizens traveling abroad for temporary work;

practical absence in the republic of motor transport passenger carriers engaged in international passenger flights.

It is important to note that the decree for the first time introduces a system of discounts for the price of rail and air tickets for citizens traveling strictly in accordance with the established procedure outside the republic for temporary work:

First, Uzbekistan Temir Yollari JSC and Uzbekiston Havo Yollari from 1 April 2018 will provide 20% discounts from prices of railway and air tickets to citizens leaving strictly in the established procedure to foreign states for temporary employment.

Secondly, each citizen who travels abroad in order to perform temporary labor activities, Alokabank will pay a partial refund of the cost of acquiring railway and air tickets in the amount of up to 300,000 soums at a time once a year. In order to increase the financial stability and liquidity of Aloqabank from the State Budget and the Fund for Development of Information and Communication Technologies, funds amounting to 100 billion soums are allocated as a contribution to the statutory fund of Aloqabank.

At the same time, the main condition for granting rail and air tickets at preferential tariffs is the registration of citizens traveling abroad for temporary work in the electronic database of the Agency for External Labor Migration, to ensure transparency in the provision of tickets at preferential rates.

The document said that till 1 May, Uzbekistan will introduce new directions for rail services to the regions and cities of Russia and Kazakhstan, where there is a growing number of citizens leaving for temporary work.

Until 1 June 2018, Uzbek leader order to introduce new trains and the increase in the number of wagons according to the current formations to regions demanded by citizens traveling abroad for temporary work, including the initial departure station from railway junctions in the regions of Uzbekistan.

If necessary, till 1 July 2018, foreign railway companies will be allowed to transport citizens of Uzbekistan, travelling abroad to temporary work.

Uzbek head ordered to submit to the Cabinet of Ministers of Uzbekistan proposals on creation of low cost airline under the Uzbekistan Havo Yollari (Uzbekistan Airways), which will provide low cost airline services.

Along with this, the document envisages measures to improve the activities of labor authorities in accordance with the requests and needs of citizens traveling outside the republic for temporary work.

In the structure of district (city) employment promotion centers of the Ministry of Employment and Labor Relations, sectors are created to work with citizens traveling outside the republic for temporary work, with a total staffing of 300 units.

The main duties of these sectors will be to identify citizens who intend to travel outside the republic for temporary work activities on the basis of a backstage detour in the mahallas, conduct awareness-raising work with them on the mechanism for selling rail and air tickets at preferential rates.

To increase the competitiveness of citizens traveling outside the republic for temporary work, the Agency for External Labor Migration is instructed to ensure the organization of courses for them in the training of industrial professions and foreign languages.

It should be noted that the resolution envisages provision of banking and insurance services for citizens traveling outside the republic for temporary work.

In particular, Aloqaank will issue Visa-migrant plastic cards. Ipoteka-Bank will provide loans for up to US$1,000 to cover travel expenses for the citizens, who travel to work abroad.

Uzagrosugurta will open its office in Russia to provide insurance protections to Uzbek citizens, travelling to work.
