Legislative Chamber considers several draft laws

Legislative Chamber of Oliy Majlis of Uzbekistan held a session to consider several draft laws on 4 December 2013, the press service of the lower house of the Uzbek parliamentsaid.
MPs considered a draft laws “On privatization”, “On state genome registry”, “On introduction of changes to article 54 of the law “On execution of judicial acts and acts of other bodies”, as well as “On introduction of changes and amendments to some legislative acts of Uzbekistan” in the first reading.
MPs underlined that the draft law “On privatization” opens new stage in developing legislative process and improving framework on privatization.
The current law “On denationalization and privatization” was adopted in the first years of the independent years and it created legal base for privatization.
The draft law “On privatization” is directed at ensuring legal regulation of privatization process in Uzbekistan, increasing share of private sector in economy, ensuring openness and publicity of the privatization deals, etc.
It was noted that the draft law “On state genome registration” is important took for fighting crime. It will help to increase efficiency of use of modern technologies in investigation and detection crimes, as well as search of people, who committed crimes.
The use of DNA at investigation will help to ensure realization of constitutional rights of the citizens, lives, health and their property.
The draft law is directed at legal bases for genome registration in Uzbekistan, determine principles and types of genome registration, determine its subjects and objects, setting requirements for obtaining, storing and using of biologic materials and genome information.
The draft law “On introduction of changes to article 54 of the law “On execution of judicial acts and acts of other bodies” envisages attraction of valuation specialists at valuing properties on execution document and abolishing order of competitive selection of the valuation organization. The document should simplify relations connected to property evaluation within the execution of the judicial decisions and acts of other bodies.
MPs also discussed a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan” directed at further improving bankruptcy mechanism, creation of legal measures on revealing facts of deliberate bankruptcy, protecting interests of creditors, etc. The document will create legal barriers to prevent deliberate bankruptcy.
The draft law envisages that judicial managers will adopt measures in case of revealing cases of deliberate bankruptcy at consideration of bankruptcy cases at the courts. MPs noted that the document will help to rationally use resources and property of the entities, improve quality of corporate management and others.
Legislative Chamber adopted corresponding decisions on the considered issues.
